The library: free to walk in, not free to borrow

Public libraries are open to anyone. You can walk in, sit down, browse the shelves and use plenty of the non-bookable seats without being a member of anything. Foreigner Basic Membership runs at roughly S$43.60/year, or S$3.82/month GST-inclusive, plus a one-time registration fee of around S$10.69. Verify those live on NLB, because they move. Payment is typically by card. MOE-enrolled foreign students under 21 can qualify for free Basic membership with an MOE smartcard, which is worth checking on the sign-up page before anyone pays for anything. Loan quotas for Basic members commonly run to 16 physical items and 16 eBook or eAudiobook items, though confirm the current limits.

What members keep saying is that the return isn't really the hardbacks. It's Libby and OverDrive, LinkedIn Learning and Kanopy, all of which ride on the same account. If what you actually want is air-conditioning and a table twice a month, skip the membership entirely and walk into Central at Bugis, HarbourFront, Tampines or Orchard.

Museums: free for citizens and PRs is not free for you

National Heritage Board free admission means Singapore citizens and PRs, evidenced by NRIC. Foreign residents pay ticketed rates like everyone else, and those rates are real money — ACM's permanent galleries list adult foreigner entry at around S$15 with concessions, though check it live before you go. So treat museum months as a hobby line in the budget rather than a free thing you keep meaning to get around to. National Museum, Asian Civilisations Museum, Peranakan Museum, National Gallery: pick one recurring series and schedule it like sport, instead of waiting for a weekend that feels free.

Building a habit beyond the malls

Esplanade is the easiest anchor to start with. The foyer programmes are free, season tickets are paid, and either way one series sitting in the calendar does more for you than a general intention to go out more. Neighbourhood arts centres and literary festivals are lower friction than committing to a big night at the theatre, which matters a lot on a Tuesday. And pairing a museum morning with a hawker lunch keeps the whole outing cheap enough that you'll do it again.
