A practical exit sequence — IR21 tax clearance, housing deposits, shipping, pass cancellation with STVP buffer, and CPF closure — so the last two months are orderly rather than chaotic. Changing employers while staying in Singapore? Use the between-jobs playbook instead.

Work backwards from your flight (6–10 weeks)

Most exits need six to ten weeks of lead time. IRAS expects employers to file Form IR21 at least one month before you cease employment, go on an overseas posting, or leave Singapore for more than three months — and to withhold monies from the day they know you are leaving. Shipping slots and lease notice often set the outer bound.

  • T−10 to T−8 weeks: tell HR your last day; ask when IR21 will be filed; book movers for peak June/July and December windows
  • T−8 to T−6 weeks: serve lease / diplomatic-clause notice; request school transcripts; start pet-export paperwork if needed
  • T−4 weeks: IR21 should already be with IRAS (e-file typically ~7 working days; paper up to ~21 days); keep living costs covered while salary is withheld
  • T−2 to T−1 weeks: pass cancellation / STVP buffer, utilities finals, soft goodbyes
  • After departure: keep one SGD account briefly for deposit refunds and tax directives if needed

IRAS tax clearance (Form IR21)

Tax clearance applies to non-Singapore citizen employees (including PEP) who cease employment, go on overseas posting, or leave Singapore for more than three months. Your employer files IR21 and withholds all monies due. After processing, IRAS issues a Directive to Pay Tax or a Notification to Release Monies (post typically 5–7 working days; electronic copy on myTax Portal sooner).

  • Ask HR when IR21 will be filed and what documents they need from you
  • Keep payslips, stock awards, director fees, and departure date documentation handy
  • If notice is shorter than one month, HR still files ASAP and explains the reason on the form — do not assume you can spend the final paycheck
  • Clear any tax due before expecting withheld salary to be released

Cancel passes and plan the STVP buffer

Employment Pass / S Pass cancellation is usually employer-led. MOM: if the pass holder is still in Singapore, the employer should request a Short-Term Visit Pass on cancellation (or within a day after EP expiry) — STVP can grant valid stay for up to 90 days. Dependant statuses tied to the main pass cancel with it. You cannot work on STVP. Forum reports often note STVP is not multiple-entry — leaving Singapore usually ends that visit pass.   • Confirm who submits the cancellation (HR vs you) and the cancellation date vs last working day
  • Ask HR in writing to request the longest STVP available (up to 90 days) — silence often gets a short default
  • Inventory spouse/child DP or LTVP the same week — they usually cancel with the main EP
  • Do not assume you can re-enter on the same STVP after a trip abroad
  • Update Singpass contact details and bank KYC once your FIN / pass status changes

Banks, insurance, CPF, and subscriptions

Close or dormant local accounts deliberately. EP holders often have no CPF; if you ever held PR/SC and are closing CPF after renunciation, CPF Board cites about twelve weeks average processing and strongly prefers applications before you leave Singapore (overseas certification adds friction). If you still owe a YA filing after the pass dies, apply for an IRAS Singpass Foreign user Account (SFA) so myTax Portal stays reachable.

  • Update address on insurance and investment platforms
  • Cancel telco, gym, club, and streaming local billing
  • Export statements; if closing CPF, apply online before departure when eligible
  • If FIN/pass will cancel before April filing season, start SFA early rather than hoping Singpass keeps working

Lease exit and deposit recovery

Inventory check-out, utility final readings, and aircon servicing clauses decide how much of your deposit returns. Photograph everything on move-out day. Deposit refunds often land after you have left — keep a local account open briefly. If you signed a fresh TA mid-exit planning (rare), lease duty is still payable — sketch it before you assume zero cash out. For diplomatic-clause exits, sketch lock-in + notice on /tools/lease-notice before you serve.

Shipping out, storage, and pets

Sea freight is cheaper but slow; air freight suits essentials. Pet export needs NParks / AVS paperwork and airline pet policies — start weeks ahead.

  • Get two mover quotes with door-to-door vs port-to-port clarity
  • Separate "first week abroad" suitcase from deep storage
  • For pets: microchip, rabies titres, and crate training timelines

Schools and records (families)

Request transcripts and recommendation letters before the last week of term. International schools often need written withdrawal notice and have fee refund policies tied to notice length.

  • Ask for digital copies as well as sealed transcripts

Say goodbye on purpose

The logistics will consume you. Put one dinner, one hawker farewell, and one photo walk on the calendar so Singapore does not end as only admin.
