Short answer: Leaving on a work pass usually means employer IR21 tax clearance and withheld final pay. IRAS wants ~one month’s notice — budget runway before you resign into a thin balance.

When certain foreign employees cease employment in Singapore, go on an overseas posting, or plan to leave Singapore for more than three months, employers generally must seek tax clearance from IRAS before releasing final pay.

This applies to work pass holders, including categories such as ONE Pass and PEP holders, under IRAS rules.

What employers must do

Per IRAS guidance:

  1. Notify IRAS via Form IR21 at least one month before cessation / qualifying departure
  2. Withhold all monies due to the employee from the date the employer knows of the impending cessation or departure
  3. Follow IRAS directions before releasing withheld amounts
  4. File additional/amended IR21 if further income becomes payable later

When clearance may not be required
