IR21 vs pass cancel vs STVP: leaving sequence

IR21 tax clearance and EP cancellation run on separate clocks. An STVP buys days to stay, not your frozen final pay, so get HR's timings in writing.

Threads about leaving Singapore tend to mash two separate things together: what IRAS does to your cash, and what MOM does to your right to be here. They run on different clocks, they're owned by different parts of your employer, and neither one waits for the other. The parent map for clearance is tax clearance when leaving. The detail on frozen final pay and RSUs sits in IR21 final pay and RSU withholding. What happens to your stay once the pass is cancelled is in between jobs and STVP. This page is about the order you do them in.

Two calendars that refuse to merge

CalendarWho runs itWhat it controls
IR21Your employer, filing to IRASWithholding of final pay, leave and bonuses from the date HR knows you're leaving. Released only once IRAS gives the direction
Pass cancellation and STVPYour employer, filing to MOMHow long you may stay. HR can often ask for up to 90 days, and silence gets you the short default. It is not a work right

An STVP day doesn't unfreeze a dollar of withheld salary, and IRAS clearance doesn't buy you a single extra day of stay. That sounds obvious written down. In practice people assume one unlocks the other, book a flight on that assumption, and end up with neither the money nor the days.

Five things to get from HR in writing

  1. Your cessation date for IR21 purposes, and exactly which pay components will freeze.
  2. Whether unvested awards go onto a tracking arrangement or get hit with deemed exercise.
  3. Expected IRAS release timing, set honestly against your flight date rather than against a vague "a few weeks".
  4. How long an STVP they will actually request when they cancel the pass.
  5. Whether IR21 treats ONE Pass and PEP cohorts the way your HR assumes it does. Check that against live IRAS text, not internal lore.

Runway budgeting is on leaving costs, and the operational side is on the leaving playbook. If you'd rather not be caught out by any of this again, the stay and exit review calendar turns it into something you look at once a year.

The rule to hold on to

File the IR21 early. Expect the freeze. Understand that an STVP buys you stay and nothing else, and that the release of your money is a separate event on IRAS's timetable. Which leads to the one thing worth memorising: don't book non-changeable flights on the assumption of same-week clearance and a long STVP unless HR has confirmed both of those in writing.

If you're changing jobs inside Singapore rather than leaving it, the withholding edges of that same-city hop are in EP job-change IR21 withhold.

Questions, answered

Does getting tax clearance let me stay in Singapore longer?
No. IRAS clearance doesn't buy you a single extra day of stay, and an STVP day doesn't unfreeze a dollar of withheld salary. They're two separate calendars, and people who assume one unlocks the other end up with neither the money nor the days.
How long an STVP can HR ask for when they cancel my pass?
HR can often ask for up to 90 days, and silence gets you the short default. So ask in writing how long an STVP they will actually request. It buys you stay and nothing else, because there's no work right on an STVP.
Is my EP still valid during garden leave?
Yes, you're still employed for pass purposes until the cancellation goes in, and that covers most garden-leave setups. The tax side moves earlier though: where garden leave applies, clearance is often expected at garden-leave start.
When should the IR21 be filed?
IRAS expects it at least 1 month before cessation, or reasons why it couldn't be filed. The withholding starts earlier than that, usually from the point you resign in writing or a leaving date becomes known.
What should I get from HR in writing before I leave?
Five things: your cessation date for IR21 purposes and exactly which pay components freeze, whether unvested awards go onto a tracking arrangement or get hit with deemed exercise, expected IRAS release timing set honestly against your flight date, how long an STVP they'll request, and whether IR21 treats ONE Pass and PEP cohorts the way your HR assumes it does.
Can I book a cheap non-changeable flight home?
Not unless HR has confirmed in writing both same-week clearance and a long STVP, and they rarely can. After cancellation you're chasing the IRAS direction and then the release, while your stamp runs down on its own schedule.
