After EP cancel: STVP vs Special Pass myths

After an EP cancellation, HR requests a Short-Term Visit Pass of up to 90 days, not a Special Pass. It's stay only, and family passes usually go too.

Layoff threads on r/askSingapore call every temporary stay document a "Special Pass," and that one word causes more trouble than it deserves. For Employment Pass cancellation, MOM's published path is a Short-Term Visit Pass requested through the EP eService, good for up to 90 days from the application date. The family cascade, the work ban and the travel risk are all on between jobs / STVP. This page is here to kill the Special Pass mix-up.

EP cancel means STVP, not a Work Permit Special Pass

The confusion is understandable, because both are real documents that let someone stay in Singapore after a pass ends. They just belong to different rails.

If an EP is cancelled or expires while the holder is still here, the employer requests an STVP, either through the EP cancel flow or promptly after expiry if the pass has already lapsed. That's the cancel EP path.

A Dependant's Pass behaves the same way. Cancelled or expired with the holder still in Singapore, and the request is again for an STVP, this time on the DP cancel rail.

The Work Permit is where the Special Pass actually lives. When a WP is cancelled or expires and the worker is still in the country, the employer path often issues a Special Pass tied to departure. See cancel Work Permit.

So don't ask HR to "print a Special Pass" for an EP holder because a friend on a construction site used that phrase. Wrong product means wrong portal, and wrong portal is how a stay you were perfectly entitled to becomes an overstay.

What an STVP is, and what it isn't

On work, the answer is short. Cancellation ends your work rights immediately, and the STVP does nothing to bring them back. It buys you lawful presence, not employment.

On length, up to 90 days is what MOM's EP cancel guidance allows. That's a ceiling, not a default, so confirm what HR actually selected rather than what they were permitted to select.

You can't request it yourself. The employer or their agent does it, which is precisely why you ask in writing for the longest STVP available while you still have someone's full attention.

Re-entry is the one people discover last and regret most. Leaving Singapore on an STVP can end your ability to return without a fresh visa or a new IPA, so treat any trip out as high-risk rather than routine.

The family cascade arrives in the same week. DPs and LTVPs hanging off the EP usually cancel along with the main pass, so plan for the household and not just for yourself.

A tourist visit pass extension, by the way, is a different ICA rail altogether and not a version of this one. We've kept it separate on short-term visit pass extension.

If you're married to an SC or PR, the STVP is only a short buffer while you sort out something better — see EP job loss and the spouse LTVP bridge.

Extensions, and why ICA counter magic isn't a thing

MOM's general "extend stay" FAQ covers two situations: needing more time to leave, or needing more time while a pass is issued or renewed. Many of those requests carry a 7–14 day before-expiry submission window, and both edges of it are real. File late and you risk overstay fines. File too early and the request can be rejected outright.

What does not happen is an ICA counter casually extending an MOM-issued STVP because somebody's friend says it worked for them. Follow MOM's live form and portal path for your own pass type.

It also helps to know why the FAQ reads so confusingly. The Special Pass language on that page tends to sit on Work Permit and departure fact patterns. Read the row that matches your pass, not the Reddit title that brought you there.

The short version

EP cancelled means you ask HR, in writing, for an STVP of up to 90 days. It's stay only, and you plan the family the same week. Deeper stay mechanics are on between jobs; the money and exit side sits on retrenchment and the leaving playbook.

Questions, answered

My EP was cancelled. Do I get a Special Pass?
No. For Employment Pass cancellation, MOM's published path is a Short-Term Visit Pass requested through the EP eService. The Special Pass lives on the Work Permit rail, where a cancelled or expired WP often gets one tied to departure. Wrong product means wrong portal, and wrong portal is how a stay you were perfectly entitled to becomes an overstay.
How long can the STVP after an EP cancel last?
Up to 90 days from the application date is what MOM's EP cancel guidance allows. That's a ceiling, not a default, so confirm what HR actually selected rather than what they were permitted to select.
Can I work or freelance while I'm on the STVP?
No. Cancellation ends your work rights immediately, and the STVP does nothing to bring them back. It buys you lawful presence, not employment.
Can I request the STVP myself?
You can't. The employer or their agent does it, which is precisely why you ask in writing for the longest STVP available while you still have someone's full attention.
Is it safe to travel out of Singapore while I'm on the STVP?
Treat any trip out as high-risk rather than routine. Leaving Singapore on an STVP can end your ability to return without a fresh visa or a new IPA.
What happens to my spouse's DP and the rest of the family?
The family cascade arrives in the same week. DPs and LTVPs hanging off the EP usually cancel along with the main pass, so plan for the household and not just for yourself. A cancelled or expired DP with the holder still in Singapore gets an STVP request too, on the DP cancel rail.
