Leaving Singapore playbook
Leave Singapore in the right order, from your last day and IR21 tax clearance to the lease. Keep cash aside, as your final pay can be withheld.
On this page
Short answer: Sequence it as last day, then IR21 tax clearance, then housing and schools, then helper and shipping, then STVP. IRAS withholding can freeze your final pay at the worst possible moment, so make sure you have runway before you resign into a thin balance. You can tick the order off on the leaving journey.
Exits go wrong when people treat them as an arrival played backwards. The dependencies are different, and one of them — IRAS tax clearance — can freeze your final pay while every other deadline keeps running. The resignation threads on r/askSingapore surface the same three landmines over and over: whether you can take vacation on notice, how long an STVP you'll actually get after cancellation, and how you pay for things while your salary is being withheld.
If you want the same process modelled as cash flow, that's leaving Singapore costs.
Sequence (typical foreign employee)
- Confirm your last day, your notice, and the pass cancellation timing with HR. Everything below hangs off those three dates.
- Trigger the diplomatic clause, lease end, or assignment of tenancy early enough that viewings can actually happen.
- Give school withdrawal notice per each school's handbook. The notice periods differ by school and they're rarely short.
- Start the tax clearance (Form IR21) workflow. Your employer files it; your job is to be ready for monies to be withheld.
- Cancel or transfer the MDW Work Permit if you employ a helper. The cancel, levy, and bond sequence is in FDW cancellation when leaving.
- Book shipping or storage, and declutter harder than feels reasonable.
- Shut GIRO, telco, condo MCST auto-debits, and subscriptions down in a controlled order. If you need a different arrangement with IRAS, settle that GIRO before the employer pays clearance tax.
- Export medical and school records, and photograph your inventory for claims.
- Confirm your immigration status after cancellation. Ask HR for the longest available STVP; MOM allows up to 90 days, and the default ask is often 30. Details in between jobs / STVP.
- If Singapore bank accounts will outlive you and pass to next of kin, learn the freeze rule now rather than later: foreign probate resealing.
Tax clearance is on the critical path
For non-citizen employees, the employer generally has to notify IRAS at least one month before cessation or a long departure, and to withhold monies due from the moment they know you're leaving. This isn't HR being unusually cautious with you. It's IRAS process, and the employer carries the consequences for getting it wrong.
What that means in practice is that the withheld amount can exceed a month's pay depending on your income, and it lands in the same fortnight as your shipping deposit, your new country's rent, and your flights. Budget the runway before you resign, not after.
The full mechanics are on IRAS tax clearance when leaving.
Notice period, leave, and travel
While the EP is still valid, leave and overseas trips are employer-policy questions. Immigration mostly cares that the pass is live. After cancellation the character of the thing changes: an STVP is not a re-entry visa, and leaving Singapore on one can end your ability to come back without a fresh visa. So ask HR explicitly what STVP duration they're requesting when they cancel, and get the end date in writing before you book anything. Don't assume 90 days just because 90 days is the ceiling.
Whether you encash leave or take it is a managerial question, not a rule you can look up. What you shouldn't do is book non-refundable flights on the assumption that IR21 releases in the same week it was filed.
Housing and deposits
- Serve notice exactly as the tenancy agreement requires. Diplomatic clauses have notice formats that have to be exact, and an informal email often doesn't count.
- Budget for cleaning, aircon servicing, and deductions you'll disagree with. Photograph everything, including the parts you think are obviously fine.
- Don't assume the deposit comes back before your flight. Plan as though it won't.
If you are also ending PR
Renouncing PR is a separate ICA track, not a side effect of cancelling an EP. That path is on renouncing PR. CPF cash-out only opens up once you are no longer SC or PR, which is covered in CPF withdrawal when leaving.
Emotional offboarding
Goodbyes need calendar space, and nobody schedules them. Children especially need a narrative, not just a flight date. Leave buffer days after your last working day if your immigration status allows it, because compressing IR21, movers, and school farewells into 72 hours is exactly how people end up leaving documents behind.

Questions, answered
- What is the first thing to sequence when leaving Singapore on an EP?
- Lock last day and pass-cancellation timing with HR, then run lease, schools, IR21 tax clearance, helper cancellation, shipping, and banking shutdowns in parallel — tax clearance sits on the critical path.
- Why does IR21 tax clearance freeze my final salary?
- For non-citizen employees, employers generally notify IRAS at least one month before cessation and withhold monies due. Budget runway before you resign into a thin balance.
- How long an STVP should I ask for after cancellation if I am exiting?
- Ask HR for the longest available STVP — MOM allows up to 90 days; default asks are often 30. Put the end date in writing before you book flights.
- Should I burn annual leave during my notice period?
- Check your contract and HR policy. Using leave on notice is common but not automatic — clarify before you plan overseas trips on notice.
- Do PRs follow the same exit playbook as EP holders?
- Partly. Tax clearance and housing/school logistics still apply, but PR exits also involve Re-Entry Permit / renunciation decisions — do not treat PR departure as a simple EP cancel.
