International school learning support vs private tutoring in Singapore

How EP/DP families decide between in-school learning support, IEPs, and cash private tutoring — what schools actually provide, what parents overbuy, and how to keep the bill honest.

When grades wobble, r/askSingapore defaults to “get a tutor.” International-school learning support is a different product: scheduled pull-outs, classroom strategies, and sometimes an IEP-like plan — not unlimited 1:1 homework rescue. Dual-career households burn cash when they buy both without a written goal.

School shortlists still start with the landscape. Deep SEN pathways: special needs support. This guide is the support vs tutoring cash decision.

Two products, two invoices

ProductWhat you are buyingTypical limit
In-school learning supportScreening, strategies, small-group / pull-out, teacher collabHours capped; waitlists; not a private tutor on payroll
Private tutoring1:1 content rescue, exam technique, confidenceQuality variance; can mask missing school supports
External ed psych / ST/OTDiagnosis and therapyCash for most EP families; school may or may not act on reports
Enrichment centresSubject drills (e.g. maths chains)Easy to confuse with learning support

Questions that prevent invoice regret

  1. How many learning-support hours per week are included in fees?
  2. What triggers an IEP-like plan — and who attends the meeting?
  3. Will the school read and act on an external ed-psych report?
  4. What is the tutoring goal in one sentence, and the stop date?
  5. Who owns progress review — form tutor, learning-support lead, or parent?

Cash hygiene

  • One tutor per subject maximum unless there is a written exception.
  • No open-ended “until grades improve” retainers.
  • Enrichment CCA load still competes for sleep — kids activities.
  • Dual-career households: name which adult owns the weekly progress call (dual-career spouse).

Dual-career note: once the LS referral is filed, switch from “buy another tutor” panic to waitlist ops — named chase owner, interim goal cap, review blackout (LS waitlist ops).
