r/askSingapore keeps asking the same budget question: can Dependant Pass kids do government school? Yes — sometimes. Availability is not guaranteed, SC/PR children take priority, MOE assigns the school, and international-student fees are far above citizen rates (still usually cheaper than SAS / TTS / UWC-tier). Treat local MOE as a pathway with a private backup, not a free public school.

P1 for international students (2026 cycle)

MOE runs a distinct P1 registration path for international students (IS) — not the citizen Phase 1–3 ballot locals obsess over.

Step	What MOE publishes (verify live)
Indicate interest	Online form + documents in a short May window (2026 example: 19–25 May 2026, 9am–4.30pm; late submissions are not considered)
Outcome	Email by end October whether a place is offered
If offered	Register at the designated school named in the email
If not offered	Private / international school, or AEIS for Primary 2 the following cycle

Assignment realism — not school choice

Forum heat on local primary for foreign kids and DP + government education is blunt:

Popular “brand” primaries locals ballot for are effectively closed to foreigners after SC/PR demand
MOE places where vacancies exist; residential area is used where possible, not as a guarantee of a 1 km walk
Families report cross-island commutes, taxi carpools, and mid-posting moves when the assigned school sits outside bus catchment

Passing later AEIS still does not mean you pick Raffles-adjacent branding — same vacancy logic.

Fees — not “almost free”

Use MOE’s school fees checker for live monthly figures. Non-citizen fees rose across 2024–2026 under MOE’s published schedule. Order-of-magnitude from that press release (school fees component; verify live checker + miscellaneous):

Fees for international students are GST-inclusive in MOE’s framing; SC/PR GST is subsidised. Independent schools and SPED set their own fees. MOE also notes Child Development Account (Baby Bonus) cannot be used for mainstream GIRO school-fee payment — do not budget CDA as the school cheque.

Culture fit checks

Class sizes (~30 early primary; larger later) and assessment intensity
Mother Tongue expectations — exemptions exist for some approved foreign languages / cases, but plan tutoring if your child has no Chinese / Malay / Tamil base (MTL hub)
CCA load vs what international schools call “optional”
Whether the assigned school can staff EAL / learning support your child needs — SEN households should read special needs support before resigning overseas
Housing lock-in near the offered school, not the shortlist fantasy
