PayNow for foreigners: FIN vs mobile, recycled SIMs, Wise QR

How EP/DP holders actually register PayNow — NRIC/FIN vs mobile proxies, prepaid number traps, MPI VPA vs bank PayNow, and why tourists without a local account cannot force peer-to-peer.

Short answer: PayNow needs a Singapore bank or participating MPI wallet first. After pass issuance, register your FIN as the stable proxy (mobile is optional and fragile). Recycled prepaid numbers are how rent deposits vanish to strangers — read the name on the confirm screen every time.

r/askSingapore’s PayNow threads usually collapse into three different problems: no local bank account, a prepaid mobile still linked to the previous owner, and confusing Wise / MPI QR with a personal FIN proxy. This page is the setup playbook; wrong-number disasters live in erroneous transfer recovery.

What PayNow actually is

PayNow moves SGD between participating Singapore banks and major payment institutions (MPIs) over FAST using a proxy — typically:

ProxyWho it suits
NRIC / FINExpats with an issued work/dependant pass — stable identity for rent, helper salary, school fees
Mobile numberEveryday peer transfers — fragile when you swap prepaid SIMs
UENBusinesses / entities (PayNow Corporate)
VPAMPI e-wallet receive path that can sit alongside a bank PayNow registration

You register inside your bank or MPI app — having the bank’s contact number on file is not the same as linking a PayNow proxy.

Foreigner setup sequence that works

  1. Open a local bank salary account after pass issuance — opening a bank account
  2. In the bank app, register FIN as a PayNow proxy (and optionally mobile)
  3. On the confirm screen, verify the registered name matches you before you publish the proxy to landlords
  4. Send yourself a S$1 test from a second account / partner if amounts will be large

Tourists without a Singapore bank or participating MPI wallet cannot invent peer-to-peer PayNow from a foreign number. Grab QR / NETS-style merchant rails are a different product — if the till uses a personal mobile PayNow, overseas wallets often fail.

Week-one order of operations: SIM → Singpass → bank map.

The recycled prepaid SIM trap

Singapore prepaid numbers get recycled. Forum pattern: you open DBS, assume mobile PayNow “just works,” then Wise/home remittance to your new number credits the previous owner’s OCBC link.

SymptomFix
Transfer “succeeds” but your balance does not moveCheck which bank owns the mobile proxy; call your bank to de-link / re-register
Name on confirm screen is not yoursStop — do not send the large amount
You changed SIMs without telling the bankReport the number change; re-register PayNow on the new mobile

Prefer FIN for anything contractual (rent deposits, helper payroll, tuition). Keep mobile for friends who already know your digits.

Wise / MPI PayNow QR is not your FIN

Specialist FX providers licensed as MPIs can often generate a PayNow QR into an SGD balance. Useful for freelancers and visitors who already hold that wallet — still:

  • Reconciliation / reference fields matter more than for a personal FIN link
  • It is not a payroll substitute or GIRO account
  • Cross-border home remittances remain a separate FX problem — remittances

Habits that prevent Reddit disasters

  • Read the recipient name on every confirm screen
  • Prefer FIN over mobile for recurring large pays
  • Batch overseas family support on remittance rails, not PayNow
  • If money goes to the wrong proxy, open an erroneous transaction case immediately — recovery guide

PayNow is infrastructure once the FIN is linked. Treat mobile proxies as disposable labels, not identity.

Questions, answered

Can foreigners use PayNow without a Singapore bank account?
Not as a personal FIN/mobile proxy. You need a participating Singapore bank or payment-institution wallet first. Tourists cannot invent peer-to-peer PayNow from a foreign number alone — merchant QR rails are a different product.
Should I register PayNow to my FIN or my mobile number?
Prefer FIN (or NRIC after PR) for rent, helper salary, and school fees — it survives SIM swaps. Use mobile only for casual peer transfers, and re-register whenever you change prepaid numbers.
Why did money sent to my new Singapore number go to someone else?
Prepaid numbers are recycled. The previous owner’s bank may still own the mobile PayNow proxy. Always read the registered name on the confirm screen; de-link and re-register in your bank app before publishing the number to landlords.
Is Wise or another MPI PayNow QR the same as my bank FIN PayNow?
No. An MPI PayNow QR credits that provider’s SGD balance and sits beside — not instead of — a bank FIN registration. It is not a payroll or GIRO substitute.
What is the correct order: Singpass, bank, then PayNow?
Land with a +65 SIM, finish pass issuance so FIN is live, open the local salary account, then register PayNow (FIN first). Singpass accelerates banking for many banks but is not the PayNow product itself — see the week-one dependency map.
Should I register PayNow to my FIN as soon as the bank account opens?
FIN-linked PayNow is usually more stable than a brand-new +65 number that may have been recycled. Register after the salary account is live and you control the SIM. If you already registered to mobile, check for proxy conflicts before HR or landlords send money to the wrong proxy.
