Short-term stays vs long-term leases in Singapore

URA’s three-month private residential rule, why condo Airbnb is illegal, HDB minimum stays, and lawful hotels/serviced apartments for landing.

Singapore tightly regulates short-term accommodation in private residential properties. That “condo Airbnb for six weeks while we house-hunt” listing is not a clever expat hack — under URA rules it is generally illegal.

The three-month rule (private residential)

URA defines short-term accommodation as stays of less than three consecutive months in private residential properties (condos, landed, apartments, etc.). Owners and tenants must not rent those homes out as hotels, hostels, B&Bs, or home-shares.

Penalties under the Planning Act can start with fines; URA also warns visitors they may be pulled into investigations if found in non-compliant stays.

HDB is a different regime

Open-market HDB rentals have their own eligibility (pass type, minimum lease lengths, registration). Tourists cannot rent HDB. Do not import private-condo folklore into HDB — check HDB’s pages for your pass.

Address / pass admin while you bridge

Employment Pass holders must keep a residential address updated with MOM. One-month grey stays create real friction when landlords will not enable FWTES declarations or when HDB minimum lease lengths block registration. Plan a lawful address you can actually declare — serviced residence or ≥3-month private lease — rather than improvising after the five-day clock starts.

Decision rule

  • IPA soft / school undecided / ≤8 weeks → pay the hotel or serviced premium
  • Stable role + known school corridor → run a proper 12–24 month search; see renting process
  • Never use illegal short lets as “temporary address” for banks or MOM
