Baby born in Singapore while you hold an EP — ICA Special Pass clock, birth certificate / passport sequence, Dependant Pass or LTVP filing, and what not to confuse with family-joining flights from abroad.
Hospital week: papers before the pass clock
A Singapore birth triggers registry and passport work before MOM will treat the child as a dependant on your EP. Get the birth certificate path clear with the hospital / ICA registry instructions, then decide which travel document the child will use (home-country passport vs other). Do not wait for a “perfect” passport photo appointment before you understand the Special Pass window.

ICA Special Pass is a filing buffer, not a lifestyle pass
Babies born here commonly receive a short ICA Special Pass so they remain lawful while you gather documents and file for a longer stay (often Dependant Pass via the employer). The Special Pass is time-boxed — treat the expiry as a hard project deadline, not a soft reminder. Overstaying while “waiting on the embassy” is still an overstay.

Dependant Pass vs longer visit options
Most EP households file a Dependant Pass for the newborn through the sponsoring employer once documents exist. Some families explore longer visit arrangements when DP eligibility is unclear — that is a different legal track from the Special Pass. Align with HR early: DP issuance still needs IPA discipline and medicals when MOM requires them.

This is not the same as family joining later
Family-joining playbooks cover spouse/kids flying in on approved IPAs. A newborn Special Pass case starts inside Singapore with a local birth and a short ICA buffer. Reuse Arrival Card and Singpass lessons only where they apply — the baby’s first lawful stay is already onshore.

Insurance, mobile OTP, and cash float

If you must leave before DP issuance
Leaving Singapore with a newborn still on Special Pass — or mid-DP issuance — needs explicit confirmation of re-entry rules. Do not assume a cancelled parent EP plus a baby Special Pass will both survive a family emergency flight. Sequence parent cancel / IR21 / baby paperwork with counsel or HR before anyone boards.
