Utilities & telecom exit handover

Kill SP, fibre, and GIRO on purpose. Match notice windows to key handover — then keep enough SGD for finals and ETFs.

Leaving a flat or leaving Singapore — tear down SP Group / water, fibre, mobile, and condo facilities GIRO so final bills and deposits settle before the bank rail dies.

Inventory every utility UEN on the unit

SP electricity/gas, PUB water (often via SP), fibre ISP, mobile lines, condo MCST / facilities app, and occasional LPG or broadband TV add-ons each have their own closure clock. Screenshot account numbers and the NRIC/FIN on file before you give notice to the landlord.

  • List SP, ISP, mobile, MCST, and any GIRO-linked lifestyle apps tied to the address
  • Confirm whether the landlord or agent will take over any account mid-cycle
  • Export 12 months of bills while e-services still accept your Singpass / FIN login

Match notice windows to key-handover day

Fibre and mobile contracts often need 30–90 days’ notice or early-termination fees. SP / water moves usually want several working days before the meter read. Align cancellation requests with the TA end date and diplomatic-clause exit so you are not paying for an empty week — and not blacked out on move-out day.

  • Ask ISP for ETF vs remaining contract months in writing
  • Book SP final meter appointment before the agent’s checkout photos
  • Keep mobile data alive through Changi day if eIA / banking 2FA still depends on it

Deposits, final bills, and forwarding address

Utility deposits and unused prepaid balances refund slowly if the bank account closes first. Give a forwarding email (and overseas address if asked) on every closure ticket. Keep PDF final invoices for the landlord deposit negotiation and for IRAS if any employer reimbursement is mid-flight.

  • Photograph meter readings at handover as backup to the official read
  • Ask MCST how long the condo deposit refund takes after move-out

Kill GIRO and app autopay deliberately

Cancelling the service does not always cancel the bank GIRO mandate. Remove SP eService autopay, ISP card-on-file, and condo app wallets explicitly. A ghost GIRO after you leave can bounce, ding credit, or block bank closure.

  • Cancel at the biller and confirm the bank mandate status
  • Remove stored cards from ISP / telco apps before deleting the apps
  • Watch one billing cycle after cancellation for surprise retries

Company housing and shared accounts

If the unit is company-leased, HR or the housing agent may own the SP and fibre accounts. Confirm who files the closure and who pays ETF before you assume personal liability. Shared housemate accounts need a written novation — not a WhatsApp “I’ll take over.”

  • Get HR / agent confirmation of which UENs they will close
  • Do not leave your FIN as the registered consumer on a unit you no longer control
  • Document any ETF the company will reimburse

Cash float for finals and early-termination fees

Budget one more utility cycle plus any fibre ETF before remitting the last SGD. IR21 salary withhold can collide with these invoices — sketch withhold timing so rent and utilities do not compete for the same frozen payday.
