Decoding a Singapore expat job offer
Fixed salary vs allowances, housing, school support, tax equalisation, and the clauses that matter before you sign.
A Singapore offer can look generous until you separate fixed monthly salary (pass-relevant) from allowances, benefits, and one-off relocation candy.
Read the compensation stack
| Component | Why it matters |
|---|---|
| Fixed monthly salary | EP/S Pass thresholds, COMPASS salary factor — verify age band vs EP floors |
| Housing allowance | Cash vs company lease — tax and lifestyle differ |
| School fees support | Caps, currencies, and which children are covered |
| Flights / shipment | Often one-way or capped; check dependent coverage |
| Tax equalisation / protection | Common in some multinationals; rare in local packages |
| Bonus / RSUs | Timing, leaver provisions, and FX exposure |
| Medical schedule | Group cover ends on job change — health insurance |
Before you celebrate the headline, ask which pass HR will file. “No EP quota → S Pass” is often a mis-statement — compare EP vs S Pass.
Non-salary clauses worth negotiating
- Notice period and garden leave
- Probation length while your household is mid-relocation
- Repayment of relocation costs if you leave early
- Pass sponsorship responsibility if the role changes
- Training bonds / sign-on clawbacks / “remaining salary” penalties — read bonds & liquidated damages before you sign an EP-tied retention clause that only appears in the contract email
Cost reality check
Run the offer against a household budget — not a single’s lunch spreadsheet. See cost of living by household type and the negotiation levers in salary package decoding. If a partner relocates without a job, price trailing partner career support into the ask.
If HR steers you to S Pass on “quota” vibes: S Pass levy & quota renewal edges. If the number only works until your next birthday band: EP renewal age-band salary packaging.
Questions, answered
- What number on my offer actually matters for Employment Pass?
- Fixed monthly salary — basic pay plus truly fixed monthly allowances. AWS, bonuses, commissions, variable allowances, and equity usually do not count toward MOM's qualifying salary or COMPASS salary factor. Get the figure HR will declare on the EP form in writing.
- Is a 13th-month AWS guaranteed in Singapore?
- No. AWS is contractual, not a statutory gift. Underwrite rent on fixed monthly cash; treat AWS and performance bonus as upside that can be zero in a bad year.
- HR says S Pass because they have no EP quota — should I accept?
- EP has no foreign-worker quota. Push for clarity: COMPASS risk, salary below EP age-band floors, or S Pass Dependency Ratio Ceiling. Compare [EP vs S Pass](/guides/ep-vs-s-pass-comparison) before you resign overseas.
- Are housing and school allowances tax-free?
- Cash housing and many allowances are usually taxable employment income for IRAS even if labelled allowance. Company-leased housing is a different structure — not free rent. Model tax, not brochure language.
- What non-salary clauses should I negotiate before wheels-up?
- Probation vs relocation timing, notice/garden leave, relocation clawbacks, training bonds, pass sponsorship if the role changes, and trailing-partner career support. Bonds and liquidated damages deserve a separate read before you sign.
- Do unvested RSUs in the offer letter count toward the EP qualifying salary?
- No. MOM’s EP floor is about fixed monthly salary. Unvested equity, refreshers, and target bonuses do not patch a thin base. Model household cashflow separately from the Stage 1 number HR files with MOM.
