Translate a Singapore offer into monthly cash — fixed salary vs allowances, CPF myths, tax cadence, IR21 job-hop freezes, and the negotiation levers that actually move household outcomes.
Reddit’s r/askSingapore is full of “is S$X enough?” threads. The useful answer is never the headline salary — it is fixed monthly cash after tax, after rent, after school, with honest assumptions about whether a spouse can work.
Foreigners and CPF
Most Employment Pass holders do not receive CPF contributions the way Singapore citizens and PRs do. Do not mentally import a ~17% employer CPF top-up into your package unless HR explicitly structures something different and lawful. Deep dive: CPF and foreigners.
Fixed monthly salary vs AWS / bonus (MOM definition)
For EP floors and COMPASS, fixed monthly salary = basic monthly salary + fixed monthly allowances. It does not include AWS (13th month), bonuses, commissions, overtime, variable allowances, reimbursements, in-kind benefits, board fees, or stock/dividends.

MOM may still reject filings where fixed allowances are a major share of the total and should have been basic salary. Get the fixed monthly salary figure that will appear on the EP application in writing — not a “CTC including 2 months bonus” slide.
Model monthly cash (do this before you sign)
- Fixed monthly salary (pass-relevant number)
- Subtract estimated tax cadence (resident progressive rates once you qualify; non-resident treatment differs — see IRAS tax residency)
- Subtract rent + utilities for the neighbourhood you will actually live in
- Subtract insurance gaps (outpatient, maternity, dental)
- Subtract school / childcare if applicable
- Remaining = lifestyle + savings + remittances + flights home

Package negotiation script (specific asks)
Ask HR or the hiring manager, in writing:
- Confirm the fixed monthly salary figure that will appear on the EP application
- Itemise housing, school, flights, and shipment as cash vs reimbursed vs in-kind
- Ask whether school support includes corporate nomination seats or only fee reimbursement
- Ask for a benefits PDF listing outpatient/specialist/hospital caps and dependents
- If a spouse relocates without a job: request a career coaching stipend or introductions — cheaper for the company than a failed dual-career posting
- Clarify tax equalisation / protection (common in some MNCs; rare on local packages)
COMPASS is part of compensation design
Raising fixed salary can be the difference between a clean COMPASS pass and a messy appeal. Treat COMPASS as an offer-design constraint, not an HR afterthought after you have resigned overseas. Job-hop cashflow: IR21 still applies when you stay
Changing Singapore employers without leaving the country still usually means the leaving employer files Form IR21 and withholds monies due until IRAS clears tax. Immediate re-employment does not erase that clock — it only opens a path to ask IRAS to continue GIRO once you have the new IPA/contract.
