Employment Pass in Singapore: eligibility, COMPASS, and timelines
How the Employment Pass works for professionals relocating to Singapore — salary floors, COMPASS scoring, documents, and what to expect after approval.
Singapore’s Employment Pass (EP) is the primary work pass for foreign professionals, managers, and executives. It is issued by the Ministry of Manpower (MOM), tied to a specific employer, and sits at the centre of most corporate relocations.
Who the EP is for
The EP is aimed at mid-to-senior talent. MOM assesses both the individual (qualifications, experience, salary) and the employer’s hiring context through the Complementary Assessment Framework — commonly called COMPASS.
You typically need:
- A job offer from a Singapore-registered company that can sponsor the pass
- Fixed monthly salary at or above the prevailing EP minimum for your age band and sector
- Relevant qualifications and/or professional experience
Qualifying salary (Stage 1) — the number Reddit gets wrong
Stage 1 is an absolute floor. Fail it and COMPASS points do not save you. Orientation from MOM’s eligibility tables (re-check before you sign):

Salary rises progressively with age from 23. A signed S$5,000 offer after the 1 Jan 2025 new-application step is a common r/askSingapore failure mode — especially when HR’s draft still “passes” an outdated SAT screenshot. New applications and renewals move on different dates; do not assume your renewal still sits on last year’s floor.

COMPASS in one paragraph
COMPASS scores candidates on individual factors (salary relative to local peers, qualifications) and firm-related factors (diversity, local employment support). Points below the passing score generally mean rejection unless a clear exemption applies. Treat COMPASS as part of offer design — not an afterthought once you have already resigned overseas.

Application flow
- Employer (or appointed employment agent) submits via EP Online
- MOM may request clarification or additional documents
- In-principle approval (IPA) letter is issued if successful
- You complete formalities in Singapore (card issuance) after arrival or when eligible
Processing times vary. Build contingency into resignation and shipping dates; do not assume a fixed calendar week.

After you land
Once your pass is issued:
- Carry your pass card (or digital equivalent when accepted) as required
- Update banking, telco, and landlord records with your FIN
- Register for Singpass once eligible — it unlocks most government and bank digital services (FIN first; IPA alone often fails registration)
- Keep residential address / mobile / passport particulars current — 5-day address/mobile clock and passport auto-gate lag are covered in notify MOM of EP changes
- Note the pass expiry early; renewals are a living-mode problem, not a last-week scramble
Changing employers (or switching while an EP is still pending)
Deep playbook: changing jobs on an Employment Pass. Short version:
- Already on an EP: the new employer applies for a new pass; resign after IPA; cancel the old pass when the new one is issued — see MOM’s change-jobs FAQ and career pivots
- Still pending / IPA with Company A when Company B appears: you generally cannot park two live EP outcomes indefinitely — ask A to withdraw before B files, or you risk messy dual filings
- Job change still triggers IR21 tax clearance with the leaving employer even if you stay in Singapore — budget withheld final pay (tax clearance)
Leaving or between jobs (cancel → STVP)
When employment ends, the employer cancels the EP (within a week after last day; advance cancel up to 14 days is allowed). If you remain in Singapore, MOM’s cancel page expects an employer-requested Short-Term Visit Pass for valid stay — up to 90 days from the application date. Ask HR in writing before cancel day; default HR behaviour is often a shorter window. STVP is not work authorisation. Dependants cascade off the main pass — Dependant’s Pass. Common friction points
- Package structure: Allowances that are not “fixed monthly salary” may not count toward the EP floor
- Age band vs offer: mid-30s / mid-40s candidates need higher floors than the youngest-band headline
- Job title vs reality: MOM looks at substance; inflated titles without matching duties invite scrutiny
- Dependent timing: Family passes usually follow the main pass — sequence housing and school deposits accordingly

- MOM publishes age-banded floors that rise over time. Orientation figures for new applications: about S$5,600 (non-financial services) and S$6,200 (financial services) at the youngest band, higher with age — with further steps already announced for later years. Always verify the live MOM eligibility table for your application month; forum nationality folklore is not a substitute.
- Is clearing the qualifying salary enough to get an EP?
- No. Stage 1 is the salary floor; Stage 2 is COMPASS (usually ≥40 points) unless an exemption applies. Fair Consideration advertising generally comes first for the employer. Salary alone does not guarantee IPA.
- Does an Employment Pass have a foreign-worker quota?

- How long does EP approval take?

- Can I start work on IPA before the EP card is issued?
- IPA is in-principle approval, not a finished pass. Whether you may begin work depends on MOM’s issuance rules and your employer’s compliance checklist (medical, arrival, issuance). Do not assume IPA alone equals work authorisation — confirm with HR against the live MOM issuance pages.
