Why Singapore employers advertise on MyCareersFuture before EP/S Pass applications, the 14-day rule, S$22,500 and ICT exemptions, and how foreign candidates should read those postings.

If you are overseas hunting a Singapore EP, LinkedIn will eventually dump you onto MyCareersFuture (MCF). Locals joke that half the ads are “for MOM.” The Fair Consideration Framework (FCF) is real policy — not a meme — and misunderstanding it wastes months of false hope.

What FCF actually requires

Before most Employment Pass or S Pass applications, employers must:

  1. Advertise the vacancy on MyCareersFuture
  2. Keep the ad open at least 14 consecutive days
  3. Fairly consider candidates (no nationality / race / age / sex discrimination as a hiring filter)
  4. Not make a job offer during that mandatory advertising window
  5. Ensure the later work-pass application matches the ad (employer, occupation, salary, vacancy count) and quote the Job Advertisement ID

What this means for your EP timeline

  1. Target employers who already hire your specialty on EP (not “any MCF listing”).
  2. Apply on company careers pages + LinkedIn; treat MCF as intelligence on budget and title.
  3. Ask recruiters explicitly: “Has the FCF advertising period completed, and is the role EP-sponsorable under current COMPASS?”
  4. Keep a written salary range that matches what will be declared to MOM — salary package decoding.

FCF is a labour-market transparency tool for Singapore. It is not a foreigner job board — and it is not proof that sponsorship is impossible. Read the ad, then verify the sponsor’s COMPASS math.

Questions, answered

Does a MyCareersFuture listing mean the employer already hired a foreigner and is only ticking a box?
Not necessarily. Before most EP and S Pass filings, employers must advertise on MyCareersFuture for at least 14 consecutive days and fairly consider candidates. Some ads are compliance clocks; some are real searches. Treat MCF as intelligence on title and salary band, then verify sponsorship and COMPASS with the employer.
Can HR make me an offer during the 14-day advertising window?
MOM says employers should not make a job offer during the mandatory advertising period. Verbal interest can still appear in forums — keep the formal offer and pass filing after the ad window unless a published exemption applies.
When is MyCareersFuture advertising skipped?
Common exemptions include fixed monthly salary at or above S$22,500, employers with fewer than 10 employees, vacancies of one month or less, and eligible local or intra-company transfer cases. Fair hiring still applies when the ad is exempt — verify MOM's live list.
Must the EP application match the MyCareersFuture ad?
Yes. MOM expects the pass application to match the advertised employer, occupation, salary, and vacancy count, and to quote the Job Advertisement ID. If IPA salary sits below the MCF band you screenshotted, ask HR to reconcile before resigning overseas.
Does FCF guarantee locals an interview or block foreign EP candidates?
Neither. FCF obliges the employer toward fair process and transparent advertising. It does not entitle every applicant to an interview, and it is not proof that sponsorship is impossible. COMPASS and salary floors still decide the EP outcome after FCF.
Does Fair Consideration apply when I am transferring from an overseas affiliate?
Intra-corporate transfers and some other moves can sit on published FCF exemptions — but HR must use the real exemption category, not “we already know you.” If the employer claims ICT/exemption, ask which MOM exemption they are filing under. Mislabelled exemptions are how clean transfers become FCF problems later.
If the MCF ad salary is lower than my signed offer, which number does MOM care about?
The EP filing must be coherent with Fair Consideration advertising rules and the fixed monthly salary MOM assesses. A bait-and-switch ad that understates salary, then an inflated offer letter, is a classic audit smell. Align the MCF band, contract fixed pay, and EP Online figures before submission.
Can a recruiter close me during the 14-day ad window if I am the only shortlist?
Employers can progress hiring process steps, but FCF still expects the advertising obligation to be met unless an exemption applies. “We already picked you on day two” is not a published shortcut. Confirm the ad ID, dates, and exemption rationale in writing so your IPA is not built on a skipped clock.
