EP rejected, appealed, or stuck on IPA: what candidates can (and cannot) do
MOM’s 3-month EP appeal window is employer-only, how to read rejection advisories vs SAT myths, IPA medical + card issuance clocks, and STVP extensions while waiting for lab results.
r/askSingapore fills with “HR said MOM rejected my EP — what are my chances if we appeal?” and “offer retracted after non-rectifiable rejection.” The hard rule: you are not a party of record. Only the employer or authorised agent who filed the application can enquire or appeal. Your job is to feed them evidence, not to email MOM yourself and expect a personal caseworker.
Rejection is usually an advisory, not a mystery novel
MOM’s published appeal page tells employers to read the rejection advisory in EP eService (or the rejection letter for manual filings). Appeal only if you can address those issues with new information. No new facts → no outcome change.
Common rectifiable buckets that match forum heat and MOM’s own “supporting docs not needed if already fixed” list:

Non-rectifiable outcomes (fraud, prior immigration bans, undisclosed history) are why some HR emails say MOM “cannot disclose.” Treat that as a closed door for this application — not a cue to invent a second identity.
Before you resign on an “appeal pending” vibe
Candidate-side checklist (advisory → appeal vs refile → do not resign early): EP rejection appeal playbook.
- Ask HR for a screenshot of the SAT at the offered salary and the rejection advisory text — not a paraphrase.

A company that will not share the advisory is not ready to sponsor an appeal. Walk.
IPA is not the plastic card
When approval lands, the in-principle approval (IPA) letter is a pre-approved single-entry visa giving the candidate 6 months to enter Singapore and get the pass issued. It also states whether a medical examination is required after arrival — clinic forms, WP-PDF myths, and STVP extensions while labs process live on EP medical for issuance.
Do not fly the family on “application submitted.” MOM’s apply page is explicit: bring candidates only when the pass is approved — visit-pass extensions are not a safety net for premature arrivals.
IPA reassessment / “postpone your arrival”
r/askSingapore threads describe employers suddenly emailing: MOM asked to postpone arrival because the work-pass application needs reassessment. That usually means MOM is reviewing again after new information — it is not automatic rejection, but the IPA can still be revoked.
Candidate playbook:
- Ask HR for the exact MOM wording (email/screenshot), not a paraphrase.
- Do not fly; freeze non-refundable housing/school deposits where you can.
- Only the employer/agent can chase MOM — you cannot casework the reassessment yourself.
- Treat “HR says MOM is delaying” with healthy scepticism if the company also goes quiet on start dates — insist on written status.
Until reassessment clears in writing, treat the IPA as frozen, not travel-ready.
Issue the pass → notification letter → EPSC → card

Issuance uploads often include passport arrival stamp page, medical form or medical declaration, and the IPA declaration signed by authorised HR. Medical results stuck / STVP about to expire
If issuance is waiting on lab results, employers can request an STVP extension 7–14 days before expiry with a doctor’s memo stating the results collection date. Late requests risk overstay fines. - Run / re-run the Self-Assessment Tool before refiling
- File appeal inside 3 months with only the documents the advisory asks for (extra noise slows processing)
- Keep written proof the appeal was actually submitted — Reddit “HR said they uploaded” is not status

- If COMPASS was the stated issue, should I appeal or refile with a higher salary?
- Depends on the rejection text and employer appetite. Appeals are employer-owned and time-boxed; sometimes a cleaner refile with fixed-salary uplift and completed FCF beats a weak appeal. Do not resign overseas on ‘we will appeal’ vibes alone.
