EP issuance: Notification Letter, EPSC, card and travel

Short answer: An IPA is not permission to work, and it isn't a ticket for a weekend away either. Your employer has to issue the pass while you're physically in Singapore, and only then does MOM email the Notification Letter. That letter is what lets you start work and travel in and out while the plastic card prints. For an EP it's valid for 1 month from the date of issue. If your letter says biometrics are required, get EPSC fingerprints and photo done within 2 weeks of issuance, set up SGWorkPass, and expect the card within 5 working days of that.

Three different PDFs land in your inbox during your first fortnight, and week-one Slack threads treat them as interchangeable. They're not. IPA, Notification Letter and card are a sequence, and each one does exactly one job.

What each document actually proves

What happens, in order, once you land

1. Show your IPA letter to the immigration officer, then do the medical if your IPA asks for one. Get the form from HR rather than a search result, and keep the results somewhere you can upload them at short notice. We walk through the detail in EP medical for issuance.
2. Forward HR two emails from your arrival: the visit pass (e-Pass) ICA sends when you land, and your SG Arrival Card acknowledgement. ICA no longer endorses visit passes in your passport, and HR needs the visit pass details from the e-Pass and the arrival card number from the SGAC email to issue the pass.
3. Your employer issues the pass, and you have to be in Singapore on the day they do it. They or their EA use EP eService, pay S$225 per EP plus S$30 per Multiple Journey Visa where one applies, and may need to upload the passport page showing your arrival date, the medical or medical declaration form, and the declaration form attached to your IPA, with the employer's part signed by authorised HR or someone at least at managerial level. They also give MOM a residential address that meets the housing requirements, an address for card delivery, and up to 3 authorised recipients. Once the pass is issued you don't need to extend your visit pass, because issuance itself covers your stay.
4. Read the Notification Letter the day it arrives, not the week after. You're looking for two things: when it expires, and whether EPSC registration is required. MOM emails it to you and your employer, so if it's sitting only in HR's inbox, get it forwarded the same day. You work and travel on that PDF.
5. If the letter says registration is required, book EPSC and go within 2 weeks of issuance. Bring your original passport, the appointment letter, the Notification Letter, and a phone with a local number and both Singpass and SGWorkPass already installed. MOM takes your fingerprints and photo and registers you for Singpass there. EPSC is at The Riverwalk, 20 Upper Circular Road, #04-01/02, near Clarke Quay MRT, and opens Monday to Friday, 8am to 5.30pm, except public holidays.
6. Once your Singpass is set up, log into SGWorkPass with it and check that your status and expiry match what you've been told. If your letter says you don't need to go to EPSC, set up the digital pass anyway, registering for Singpass yourself first if you need to.
7. MOM delivers the card within 5 working days of your EPSC registration, or of its document check if you didn't need to register. Your authorised recipients get an SMS or email with the delivery details at least 1 working day ahead. You show your passport or digital work pass to receive it, and an authorised recipient shows their NRIC, FIN or passport.
8. If the courier fails twice, you or an authorised person collect the card at EPSC after 3 working days, with no appointment needed. Bring your original passport or digital work pass and the Notification Letter. Anyone collecting for you needs your original passport, the Notification Letter, an authorisation letter from your employer and their own NRIC or passport. Don't let it sit: MOM revokes the pass if the card is still uncollected after 1 month.

The rest of your life admin hangs off this. Your Singpass comes out of this process too, either at EPSC or by registering yourself, so the SIM to Singpass to bank map only really opens up once the pass is issued rather than merely approved.

Reading your own letter

A wrong delivery address can't be fixed later. Once the delivery address and authorised recipients have been confirmed, MOM won't change either of them, which it calls a security measure. Check both with HR before they issue the pass, not after.

S Pass holders run a parallel path with different numbers. The S Pass IPA gives 60 days rather than 6 months, the issuance fee is S$100, and if registration is required it's within 1 week at the MOM Services Centre Hall C, not EPSC. The Notification Letter is still valid for 1 month. Read your own letter and the apply page for your own pass type. Copying an EP friend's timeline is how people end up missing a deadline that was never theirs in the first place.

If your EPSC slot slips

Missing your appointment doesn't extend anything. The 2-week registration window and the 1-month letter validity both run from the day the pass was issued, and neither moves because a slot did.

Rebook first. MOM's Make or manage appointment service lets you change or cancel a booking to the next available date or time. Registration at EPSC is strictly by appointment, so walking in won't help, and if you turn up late you may not be served and have to book again. Families can go together: EPSC takes group appointments for up to 6 pass holders.

If you genuinely need more time, MOM has a form to extend the Notification Letter or card registration period. What it actually covers:

• Who can submit it: your employer, an employment agency, a third-party company representative, or you as the pass holder. MOM emails the outcome to the address the requester gives.
• What it changes: the letter's validity or the card registration period, or the card collection date. One request can cover your dependants as well.
• Reasons it accepts: the pass holder is overseas, a medical condition, or maternity leave. Upload support such as a doctor's memo or travel itinerary, as PNG, GIF or JPG images.
• How long it takes: MOM says requests are processed within 1 week, so don't file it the day before the letter runs out.

A shortage of EPSC slots isn't one of the listed reasons, so don't count on an extension to rescue a slot you could have booked earlier. While you sort it out, MOM says pass holders can stay in Singapore on their Notification Letters.

Travelling before the card arrives

Split it in two and the answer gets simple. Before the pass is issued, stay in Singapore. Once the Notification Letter arrives, you can travel on it.

Before issuance, on an IPA

Your IPA is a single-entry visa, and you used that entry when you landed. MOM also needs you in Singapore on the day HR issues the pass. So a trip out mid-wait pushes issuance, and your start date with it, back until you return. It also puts you back on the ordinary entry rules for your passport: you come back in on a new visit pass like any other visitor, and if that passport is on ICA's visa-required list (India, Bangladesh and Pakistan are among the countries on it), you'd be applying for a fresh visa just to get back.

After the Notification Letter

MOM's answer is plain: pass holders who haven't received the card can travel in and out of Singapore on the digital work pass in SGWorkPass or a valid Notification Letter. Carry your passport and the letter, and set up the digital pass as early as you can. MOM says it's free and available as soon as you set it up.

Two things to check before you book:

• Visa-required passports: MOM's issuance fees include S$30 for each Multiple Journey Visa, "if applicable". If your passport is on ICA's visa-required list, ask HR whether one was bought with your pass before you rely on the letter to get back in.
• The two clocks: a trip that runs into your EPSC deadline or the letter's end date needs sorting before you fly. Register before the trip if you can. If you have to leave urgently and may not be back before the card arrives, MOM says the letter's 1-month validity can be extended, and "pass holder is overseas" is one of the form's listed reasons, with your itinerary as support.

The SG Arrival Card still applies on the way back. Submit it within 3 days before arrival, counting arrival day. Once your pass is issued you're a Work Pass holder, which ICA treats as a long-term pass, so you use the residents and long-term pass holders option rather than the visitor and IPA one. ICA exempts long-term pass holders entering at Woodlands or Tuas, but its page doesn't say how that applies before your card has arrived. Submitting is free, so if in doubt, submit one. The JB day trip, worked through

The Causeway lunch is the classic version of this mistake, because a run to Johor Bahru doesn't feel like international travel until you're queuing to come back in.

• IPA only, pass not yet issued: don't go. HR can't issue the pass while you're in Johor, your IPA's single entry is already spent, and on a visa-required passport you'd need a fresh visa to get back.
• Notification Letter in hand: fine, on a valid letter or your digital pass. If your passport needs a visa, confirm the Multiple Journey Visa with HR first, and if your EPSC deadline falls that week, register before you go.

Before you book any trip

1. Ask HR which steps are still open: medical, issuance, EPSC, card delivery.
2. Put the letter's end date and your EPSC deadline next to the trip dates.
3. Submit the right SG Arrival Card for the way back, not the one you filed when you first landed.
4. Keep HR's contact reachable across time zones. If something goes sideways abroad, they're the people you'll be chasing for the paperwork.

What to bring, and what to push HR on

• Your passport and the IPA PDF on your phone, plus a printout. MOM tells candidates to print the IPA before they fly and show it at immigration.
• A Singapore residential address that meets MOM's housing requirements. Under URA rules no home in Singapore, condos and flats included, can be let for stays of under three consecutive months, so a short-let isn't the answer (first housing bridge)
• A local mobile number that's already live, on a phone with Singpass and SGWorkPass installed
• The card delivery address and up to 3 authorised recipients, with their mobile numbers and NRIC, FIN or passport numbers, settled before issuance, since MOM won't change them afterwards
• Confirmation that the S$225 issuance fee actually cleared, and that the Notification Letter landed in your inbox and not only in HR's

The day the letter lands, ask HR:

1. What's the validity end date on my copy of the letter?
2. Does it require EPSC, and by when?
3. Who books the slot, me or the agent, and what's the plan if the next free one is past the deadline?
4. Where is the card going, and who can receive it?
5. If the letter needs extending, who files the form, and by when?

Question three earns its place. "The earliest slot is three weeks out" is a very different problem on day one than on day twelve, so ask while you can still act on the answer.

If you're stuck further upstream, whether that's an appeal or an IPA medical that has stalled, that belongs on EP rejection, appeal, and IPA issuance. Losing the plastic after you've already held a card is a different problem with its own fee table: replace work pass card.
