ONE Pass (Overseas Networks & Expertise Pass) is MOM’s personalised top-talent pass across business, arts, sports, academia, and research. Forum threads often confuse it with PEP or assume “my spouse automatically gets work rights.” Neither is true — but ONE Pass does reopen a proper Letter of Consent path for spouses that ordinary EP Dependant’s Pass holders largely lost after 2021.

Eligibility themes (verify live)

MOM assesses case-by-case. Common salary track:

  • Fixed monthly salary of at least S$30,000 (or foreign-currency equivalent) for 12 consecutive months before application, or prospective Singapore employment at that level
  • Employer / company must meet “established” tests (e.g. ~US$500m market cap / valuation or ~US$200m annual revenue — combined global figures may be considered)
  • Overseas candidates generally need 12 months at an established overseas company when applying on past employment

Outstanding achievements in sports, arts & culture, or academia/research can waive the salary track (agency review with MOM partners).

Renewal (unlike PEP)

ONE Pass is renewable (commonly discussed as 5-year terms). Renewal paths include averaging S$30,000/month over the past five years in Singapore, or running a Singapore company that employs enough locals at EP-qualifying wages — confirm the live renewal bullets before you treat the pass as permanent.

A spouse may hold one LOC at a time (one employer, or their own company as the “employer”). DP must usually have ≥3 months validity before an LOC filing; renew first if the card is short. Ordinary EP/S Pass DP holders who want employer work still need their own EP/S Pass — do not copy ONE Pass spouse advice onto a normal EP household (Dependant’s Pass, trailing partner).

Converting from EP

Do not cancel your EP to apply. MOM’s FAQ: keep the EP until the ONE Pass is approved and you are ready to issue; you cannot work in the gap between EP cancellation and ONE Pass issuance.

Is ONE Pass just a fancier PEP?
No. PEP is generally a one-shot, non-renewable personalised runway at a lower salary band. ONE Pass is MOM’s renewable top-talent pass (commonly discussed as 5-year terms) with a higher S$30,000 fixed monthly salary track or outstanding-achievements path, plus a spouse Letter of Consent route ordinary EP households lost after 2021.
Does my spouse automatically get work rights if I hold ONE Pass?
No. A legally married spouse still needs a Dependant’s Pass first, then a Letter of Consent to work for one Singapore employer or to operate an eligible business. The LOC is free and usually processed within about four weeks; other dependants need their own work pass.
Can my ONE Pass spouse hold two LOCs — one for employment and one for a side business?
No. MOM’s FAQ is explicit: a spouse may hold only one LOC at a time. If they own a business, that company is their employer and they cannot stack a second employer LOC.
Do I need to cancel my Employment Pass before applying for ONE Pass?

Can I average two employers’ salaries to hit the S$30,000 floor?
No. MOM’s eligibility table requires the qualifying fixed monthly salary to come from one employer. Outstanding achievements in sports, arts, or academia/research can waive the salary track via partner-agency review.
Does ONE Pass remove COMPASS scoring the way people claim on forums?
ONE Pass is a different MOM product with its own salary and sponsorship rules — it is not a COMPASS cheat code for a normal EP role. Employers still need a compliant filing path. Do not resign on “we will put you on ONE Pass next month” without written eligibility against live MOM criteria.
