Personalised Employment Pass (PEP): flexibility, salary floors, and the one-shot trap

PEP vs EP — S$22,500 monthly floor, annual S$270k salary keep-rule, 6-month unemployment limit, no renewal, and when Reddit says stay on EP.

The Personalised Employment Pass is MOM’s employer-agnostic high-earner pass. Reddit likes it for job-hop flexibility and layoff buffers. The same threads warn: it is generally a one-time, non-renewable runway — after it ends you usually need a fresh EP (or PR / another personalised pass), not an automatic extension.

Who it is for (live floors)

Per MOM eligibility (verify before you apply):

  • Fixed monthly salary of at least S$22,500 (benchmarked to top EP earners)
  • Overseas applicants: last-drawn salary generally within 6 months of application
  • To keep the PEP: fixed salary of at least S$270,000 per calendar year, regardless of months employed (holders who applied before 1 Sep 2023 follow an older annual floor — check your cohort)

What PEP gives you

  • Pass is not tied to one employer — notify MOM on job changes rather than re-running a full EP each hop
  • Unemployment is allowed up to 6 months; beyond that you must cancel
  • Useful when COMPASS / company sponsorship politics block ordinary EP moves

What PEP does not give you

MythReality
“I’ll renew forever”PEP is structured as a finite personalised pass — plan the exit to EP/PR early
“I can freelance / found a company on PEP”MOM lists freelancers, sole props, and shareholder-directors as ineligible; entrepreneurial work points to EntrePass or ONE Pass
“Rejection kills my EP”Applying for PEP is separate — still do not cancel your EP until the new pass is ready to issue
“Salary dips are fine if I take a break”Annual S$270k keep-rule is unforgiving of long unpaid gaps

Reddit consensus (useful, not official)

Stay on a renewable EP if renewals look easy and you are stable. Consider PEP if:

  • Retrenchment risk is high and you want a job-search buffer without immediate exit
  • You expect multiple employer changes in a short window
  • You are highly confident of PR inside the PEP validity

Otherwise you may burn the personalised slot and still need employer sponsorship later.

Overseas job-hunt timing

r/askSingapore “should I PEP first or find the job first?” threads converge on: apply for PEP while you still have proof of the S$22,500 last-drawn salary window if that is your plan — waiting until after a gap can kill eligibility. Use IPA as a job-hunt buffer inside Singapore only after you understand the 6-month unemployment cancel rule and the annual S$270k keep-floor. Internal transfers that already clear ordinary EP usually do not need PEP.

After PEP — the exit you must model

Exit pathWhen it works
Fresh employer EPStandard COMPASS + age-banded floors; FCF advertising still applies for many sponsors
PRIf ICA timing lands inside PEP validity — not a promise
ONE Pass / Tech.PassOnly if you clear those separate bars while they still accept applications
Leave SingaporeCancel PEP; STVP bridge if you remain briefly

Cancellation and STVP

If you leave Singapore permanently or hit the unemployment limit, cancel per MOM PEP cancel. Holders remaining in Singapore still need a valid STVP bridge — see between jobs / STVP.

Next: compare ONE Pass if your salary band is closer to S$30k+/month or outstanding-achievement routes, Tech.Pass if you clear EDB’s tech leading-role tests (applications sunset 28 Jan 2027), and EP renewal strategy if you are choosing to stay on EP. Side-by-side chooser: PEP vs ONE vs Tech.Pass.

Questions, answered

Should I switch from EP to PEP when my renewal is easy?
Usually no. Stay on a renewable EP if renewals look clean. Consider PEP when retrenchment risk is high, you expect multiple employer hops, or you are highly confident of PR inside the PEP validity — otherwise you burn a one-shot personalised runway.
Can I apply for PEP from overseas before I have a Singapore job?
Yes if you clear the S$22,500 fixed monthly salary floor and your last-drawn salary was within the past 6 months. Apply and wait for IPA before you burn notice or sign non-refundable housing — approval is not guaranteed.
What happens when my PEP expires after three years?
There is no automatic renewal. You typically need a fresh employer-sponsored EP (COMPASS + salary floors), PR, or another personalised pass that still fits (ONE Pass / Tech.Pass while open). Plan the exit 9–12 months early.
Does a rejected PEP kill my current EP?
Applying for PEP is a separate filing. Do not cancel your EP until the new pass is ready to issue. A PEP refusal is not an automatic EP cancellation — but never resign on ‘application submitted’ vibes.
Can I freelance or start a company on PEP?
No. MOM lists freelancers, sole props, and shareholder-directors as ineligible. Entrepreneurial work points to EntrePass or ONE Pass — not PEP.
If I quit my job on PEP, how long can I stay unemployed before the pass is at risk?
PEP is personalised, not employer-tied like EP, but it is still time-limited and one-shot. Unemployment does not auto-extend the three-year validity, and there is no unlimited jobless runway. Track expiry, keep IRAS/salary evidence consistent with MOM’s PEP criteria, and plan the next pass (EP / ONE / exit) before the card dies.
