eCOA: change residential address on NRIC

r/askSingapore’s “can I keep Mum’s address for vouchers / voting?” threads treat NRIC address as optional cosmetics. For SC and PR Identity Card holders it is a legal report — including when the new home is overseas.

Who must update, and by when

Still on an Employment Pass without NRIC? Address / mobile updates are a MOM 5-day rail (FWTES landlord blockers included) — EP address & FWTES clock — not this ICA eCOA flow.

This is not the MOM work-pass address update path, and not loss replacement or 30/55 re-registration.

How eCOA actually runs

1. Log in with Singpass.
2. File for yourself, or as a group (you + up to four sub-applicants). Sub-applicants get an SMS from gov.sg and must consent within 5 days on the e-Service.
3. ICA posts a PIN mailer to the new address for the main applicant to verify online.
4. After success, ICA mails address stickers — paste on the back of the IC (ICA publishes a language-selectable how-to video on the same page).
5. Fee: none for the address registration itself.

If you cannot complete the e-Service, ICA’s page says to contact them for help — not to “just wait for the next IC.”

Mid-replacement / re-registration overlap

If you already filed a replacement or 30/55 re-registration and put the new address on that form, you still get the PIN mailer. The IC application proceeds only after PIN verification — and you receive a new IC with the address printed, not a sticker on the old card.

Overseas address, REP, and voting

Reporting an overseas residential address on the IC is a published path. It is not a clever REP hack — thin Singapore ties plus an overseas IC address is how peers walk into harder REP conversations.

Citizens who change to an overseas residential address on the IC must register a Local Contact Address (LCA) with the Elections Department if they want their name entered or retained on the Registers of Electors. That is an ELD Singpass flow, not an ICA sticker.

Why “don’t update” is a bad strategy

Peers skip updates for voucher shopping, old-constituency voting folklore, or landlord drama. ICA has publicly prosecuted failure to report a change of residential address under the National Registration Act — treat the 28-day clock as real. There is no published fee for doing it correctly.

Decision rule

Move in → start eCOA inside 28 days → verify the PIN → stick the label (or finish the mid-IC application). Use group filing for the household, register ELD LCA if you are an SC overseas, and never invent a “keep old address for REP / vouchers” exception ICA does not publish.
