r/askSingapore’s name-change threads treat ICA as a one-click Singpass toggle. It is not. For adults, the usual stack is lawyer deed poll → ICA Identity Card replacement (change of particulars) → chase every private institution yourself. Government rails often follow the IC; banks and schools generally do not. PRs: the passport-first gate gets its own companion — PR name change passport first.
This is not the lost / stolen IC path (different fee and trigger). Damaged cards share the same ICA change-of-particulars page and must be replaced within 14 days of damage.
Adult name change — practical order
- Instruct a Singapore lawyer for a deed poll (fees are private-market; forums quote roughly low hundreds of dollars — verify with the firm).
- Citizens: upload the deed poll (and other ICA-listed docs) in the IC change-of-particulars e-Service.
- Permanent Residents: ICA’s published rule is stricter — update the name on your current foreign passport first, then use that passport bio-page as supporting evidence for the Singapore IC change. Skipping the passport step is a common rejection — deep dive: PR passport-first.
- Pay ICA’s published S$60 fee; processing about seven working days (longer in peaks).
- Collect the new IC within three months of approval (SMS/email notify).
- Walk a chase list: banks, insurers, employer HR / MOM pass records if still on a work pass world, clubs, schools, telco, CPF/IRAS if anything still shows the old string.

Babies under one — different ICA product
If the child was born in Singapore, is under one year old, and the name has never been altered, parents may use ICA’s Alteration of Child's Name on Birth Certificate e-Service instead of waiting for an IC. Published fees: S$33 application + S$18 new digital birth certificate; about three working days when documents are complete. After age one, birth-certificate alteration closes and the deed poll + notify ICA path becomes the practical stack for schools and future IC registration.
Myths
- “Singpass updates everything.” Government systems often follow the IC; private counterparties need your deed poll or new IC in person / upload. There is no universal one-click.
- “Deed poll alone is enough.” Without ICA (and, for PRs, passport) updates, you hold a private instrument that does not match your identity card.
- “Schools will reprint certificates.” Many will not; keep the deed poll permanently to bridge old and new names on transcripts.
- “This is the same as lost-IC fees.” Loss replacement is S$100 / S$300; particulars replacement is S$60 on the live ICA page.
Where this sits on the life-admin calendar
Add a name-change row to annual life-admin if you are mid-deed-poll. After PR formalities, do not start a cosmetic name project until FIN→NRIC, Singpass, and banks have settled — see after getting PR. Keep apostille / notary habits aligned with document apostille if foreign authorities will need the chain later.
Decision rule
Deed poll first, passport-before-IC for PRs, ICA S$60 particulars e-Service second, private chase list third. Treat the deed poll as a lifelong bridge document even after the new blue or pink card is in your wallet.
