MOM is reading three stories at once

An NOA request usually means MOM is cross-checking what HR declared on the EP, what payroll paid as fixed monthly, and what IRAS assessed. Uploading a crisp PDF does not fix a broken story.

Packaging checklist before HR hits submit

  1. Pull the exact NOA year(s) named in MOM’s letter — not “whatever is in my inbox.”
  2. Line up fixed monthly salary on the EP vs payroll letters vs IRAS assessable income.
  3. Separate AWS / variable bonus / RSUs from fixed monthly — C1 packaging and salary package decoding.
  4. If you took a cut mid-term, confirm whether MOM was notified before you invent a reconciliation paragraph.
  5. Let employer / EA upload the reply in myMOM — you supply documents; you do not casework MOM directly.

Decision rule

If EP fixed monthly, payroll, and NOA cannot be explained in one factual paragraph, fix the salary / notify path first — do not “package” your way past a Stage-1 floor problem.
