HDB HIP upgrades when you are the tenant

What Home Improvement Programme works mean for renters — dust, portable toilets, rent negotiations, who pays, and how to protect inventory during toilet upgrades.

HomeLiving3 min read

r/askSingapore HIP threads from renters share one panic: the landlord casually mentions “toilet upgrading next month,” then dust, hacking, and a portable loo arrive. Adjacent BTO / site noise is an NEA rail. Inside-your-flat HIP is an owner–tenant ops problem — different playbook.

What HIP actually is (tenant version)

The Home Improvement Programme upgrades ageing HDB flats (spalling concrete, structural cracks, optional toilets / doors / chute hoppers, EASE senior fittings). Official explainer: gov.sg — five HIP facts.

ComponentWho decidesTenant impact
Essential improvementsBlock vote (≥75% eligible SC households); fully funded for SC owner householdsAccess for structural / safety works; dust and noise even if your toilet is untouched
Optional (toilet package, door, grille, chute hopper)Owner opts in / out on HDB timelinesToilet package = days without a normal bathroom; new hopper can help later fogging
EASE / EASE 2.0Owner / eligible seniorsGrab bars, ramps — usually lighter disruption than full toilet retiling

Published clocks (verify live): ≤10 working days inside each flat; no Sunday works; precinct-level works often 1.5–2 years across 8–10 blocks. Forum heat: HIP daily life, room renters during HIP, landlord wants HIP mid-tenancy.

Owner pays — you negotiate survival

HIP cost-sharing and HDB billing hit the owner, not the EP household on the TA. What you can negotiate in writing before works start:

  1. Exact stack schedule — which days hacking / toilet / door happen in your unit vs neighbours
  2. Rent abatement or hotel contribution for the in-flat window (and sometimes the dustier neighbour weeks)
  3. Who liaises with the HIP office — owner only; do not become the unpaid site supervisor
  4. Inventory freeze — photograph everything before plastic sheets go up; clarify you are not liable for contractor damage (inventory / fair wear)
  5. Entry notice — workers still need lawful access under the TA; pair with quiet enjoyment

Renewal season is when landlords spring HIP as a take-it-or-leave-it. Treat that as a renewal negotiation input, not a surprise you must absorb silently.

Living through the dust (if you stay)

MoveWhy
Seal one “clean room”; bag electronicsFine dust defeats casual cloth covers
Expect void-deck toilets by day; portable toilet + hot shower in-flat after hoursOfficial temporary-toilet model on gov.sg
Mask + wipe-down plan for post-works cleaningMany households hire a clean after day 10
Relocate pets / aquariums if possibleNoise + dust stress is real — pets daily life
Do not assume HIP voids the leaseHabitability exits still need facts + mutual termination — early exit

Neighbour stacks keep drilling after your unit “finishes.” That is precinct HIP, not a broken promise that only your 10 days matter.

Ceiling leaks and HIP adjacency

Spalling / ceiling waterproofing is often why owners cheer Essential works. Active tenant leak fights still follow the HDB ceiling-leak rail until HDB’s schedule lands — HIP is not an instant patch voucher you can summon mid-dispute.

Heartland context for mature estates most likely to see HIP first: heartland living, Toa Payoh, Ang Mo Kio, Bedok.

Family note: HIP dust weeks collide with head-lice laundry loads — do not schedule chemical washes and pillowcase boiling on the same dual-career evening without a named adult.

Questions, answered

Do I have to pay for HIP as a tenant?
No. HIP cost-sharing sits with the flat owner. Your job is access, dust survival, and negotiating rent / temporary housing in writing — not footing HDB’s optional package.
How long will workers be inside my flat?
HDB publishes about 10 working days or less per flat depending on chosen improvements. The wider precinct can run 1.5–2 years, so neighbour stacks stay dusty long after your unit finishes.
Can I refuse HIP so I do not have to move out?
Polling and optional-item choices are the owner’s. Essential works proceed when the block votes yes. Negotiate stay-elsewhere terms with the landlord instead of trying to veto HDB.
