Newborn in Singapore: birth registration and Dependant’s Pass

Giving birth in Singapore does not make the baby Singaporean unless citizenship rules through a parent apply. For EP/S Pass households the Reddit panic (newborn DP timing, Malaysian newborn docs) is the 42-day / 6-week clock: register the birth, get a passport, and have the employer lodge a Dependant’s Pass before the Special Pass runs out.

Missing the birth-registration deadline is an offence under the Registration of Births and Deaths Act. Overstaying beyond the Special Pass without a proper immigration pass is an Immigration Act offence.

Birth registration — what changes for foreigners

  • All parents, any immigration or marital status, register online via LifeSG (app or website).
  • SC / PR / long-term FIN holders use Singpass; others use the LifeSG website path.
  • Fee published at last review: S$18 (card / PayNow).
  • Physical certificates are not issued for births registered from 29 May 2022 — save the digital PDF immediately.
  • Hospital counters no longer run the registration for you; treat discharge as the start of your admin sprint.

Passport before pass issuance

MOM will not issue the Dependant’s Pass until the baby’s passport is ready. Embassy photo rules (eyes open, plain background) are the silent bottleneck parents underestimate — especially for sleepy newborns. If the passport is still processing when you lodge the DP, upload proof of passport application (e.g. embassy letter) and plan a Special Pass extension if the ICA advisory note is within 7 days of expiry.

Forum notes also mention a temporary T-series identification on the Singapore birth certificate for foreign babies, then a G-series FIN once the Dependant’s Pass card issues — useful when clinics ask which number to use for records.

Salary gate for the DP

The main EP/S Pass holder must still meet MOM’s family-pass salary rules for a Dependant’s Pass. Combined household income myths on Reddit are wrong: it is the sponsoring pass holder’s fixed monthly salary thresholds that matter. If a promotion that clears the floor lands mid-pregnancy, confirm with HR when the new salary is on the MOM record before assuming the newborn DP is automatic.

Practical week-by-week sequence

  1. Week 0 — Confirm employer will lodge newborn DP; ask HR for the document checklist in writing.
  2. Days 1–7 — LifeSG registration; download digital birth certificate when notified.
  3. Days 1–14 — Book embassy passport appointment; take the hard photo.
  4. As soon as passport is in hand — HR submits DP on myMOM; keep ICA advisory note and Special Pass evidence.
  5. Insurance — Enrol the baby on day-0 rules your insurer actually writes (health insurance).
  6. Capacity — Helper / infant care waitlists do not wait for the plastic card (MDW, preschool).
  7. Money schemes — Baby Bonus / CDA only after SC citizenship gates clear (Baby Bonus mixed-status).
  8. Vaccines — Upload overseas records to NIR before polyclinic catch-up; diphtheria/measles docs matter for long-term passes (childhood vaccinations).
