Utilities and telecom setup for a new Singapore home

SIM chicken-and-egg before your EP card, Singpass 2FA, SP Group power/water, fibre activation, and the sequence that unblocks banks and schools.

Assume nothing transfers automatically when you collect keys. Power/water, fibre, and a Singapore mobile number each unlock a different admin stack — banks, Singpass SMS fallback, school portals, and MOM address updates all assume you have connectivity and a local line.

Forum heat (r/askSingapore) clusters on one trap: IPA or passport gets you online briefly; a stable postpaid line often waits for FIN / pass formalities / Singpass. Plan the bridge explicitly.

Reddit threads repeatedly report M1/Singtel/StarHub staff refusing long-term lines on IPA alone, then offering a short tourist SIM. That is normal, not a personal rejection. Keep topping up the prepaid so the number stays alive; port later if you want to keep it for HR and MOM.

Singpass SMS 2FA only accepts Singapore-registered numbers. If you travel or lose the local SIM, prefer the Singpass app / face verification — not “I’ll use my UK number.” Overseas residents sometimes keep a cheap prepaid SIM that still receives SMS abroad; verify with your telco before you rely on it.

Power and water (SP open-account friction)

r/askSingapore move-in threads (SP account for foreigners / IPA, turn-on timing, previous-tenant cut-off) cluster on three traps:

  1. Who holds the account — landlord keeps it (you reimburse) vs transfer to your name
  2. Singpass vs documents — online open-account often expects Singpass; if you only have IPA / passport, call SP and confirm accepted IDs before key day
  3. Auto switch vs technician visit — if supply is already on, account switchover can be seamless at midnight on your start date; if meters are off, book the technician appointment and be home

Photograph opening meters on key collection day. Budget a security deposit (forum reports often cite ~S$250–S$500 on first billing — verify live at open-account). Previous-tenant arrears can delay your activation — chase SP early, do not wait until the cleaner arrives.

Ownership-transfer / dual-account cut-offs show up when a landlord sells or an intermediate tenant closes supply while you are already living there (previous-tenant cut-off, ownership transfer cut-off). Playbook: (1) confirm whose name the live SP account is under, (2) open your account with an immediate start if you are in occupation, (3) call SP repeatedly and state you have no water/power while residing, (4) loop the landlord/agent in writing — mid-sale chaos overlaps HDB landlord selling.

Apply via SP open account with your intended start date aligned to key handover — not weeks early while the prior occupant still lives there.

Open Electricity Market (optional)

SP Group remains the wires / water billing spine. Retail electricity can stay on SP’s regulated tariff or switch to a retailer via the Open Electricity Market. Switching is not compulsory. Compare standard plans on the official price comparison tool:

High water bills (PUB / SP — not “Singapore is expensive”)

Fix with a licensed plumber (PUB list), keep receipts and photos, then use SP self-help water leakage appeals in the SP app / Utilities Portal. Ceiling slab drips from upstairs are a different track — HDB ceiling leaks for tenants.

Fibre and Wi-Fi (check the TP before the LOI)

Condo and HDB fibre Termination Points (TP/FTP) vary. Book activation early; installers need access windows and often an adult on site. The failure mode that burns move-in week is both TP ports still linked to the previous occupant (“Unreleased Fibre”) — hopping ISPs does not invent a free port. Run the retailer’s address/TP check before you pay the holding deposit; photograph the wall box on viewing day.

Deep dive (tariffs, IMDA process, renter playbook): fibre TP / NetLink for renters. Month-to-month mobile hotspot is a fine bridge — not a 24-month family plan.

Practical sequence

  1. Landing data (travel eSIM or airport prepaid) so Grab and maps work
  2. Pre-LOI fibre TP availability check on the exact unit
  3. Keys + meter photos + utilities ownership clarity in writing
  4. Stable Singapore number you will give HR, banks, and schools
  5. Singpass / MyInfo once your pass status allows
  6. Fibre appointment (or second-TP / transfer path)
  7. Port prepaid → postpaid only after docs clear
