Foreign probate resealing for Singapore bank accounts

Expat estate companion — why Singapore banks freeze accounts until a Singapore grant or resealed foreign grant appears, Commonwealth resealing vs fresh letters of administration, and what next-of-kin should gather first.

r/askSingapore death-admin threads stall at the same counter: DBS/UOB/OCBC will not release Singapore balances on a foreign grant alone. Estate rails (will vs CPF vs repatriation) live on wills, probate & CPF nomination. This companion is the foreign grant → Singapore bank layer.

This is orientation, not estate advice — contested estates need Singapore counsel.

Why the freeze happens

AssetWhat banks / agencies usually want
Singapore bank / brokerageSingapore grant of probate or letters of administration, or a resealed qualifying foreign grant
CPF (if PR contributions exist)Valid CPF nomination — never the will alone
Condo / restricted residential interestEstate counsel + possible Residential Property Act disposal clocks

A Malaysian, UK, or Australian grant that worked at home often still needs a Singapore court step before local banks move.

Reseal vs fresh Singapore grant

PathWhen peers use itReality check
Reseal a Commonwealth / qualifying foreign grantForeign grant already issued; assets in Singapore are secondaryOnly certain grants reseal under the Probate and Administration Act framework — counsel confirms eligibility
Fresh Singapore grant / LANo resealable grant, or domicile / form issuesExpect foreign-law evidence when the deceased died domiciled outside Singapore
“Just show the will”NeverBanks want a court grant, not a PDF of the will

Electronic foreign grants and sealed originals have specific filing / verification rules in the Family Justice Courts practice directions — do not invent a Reddit shortcut.

First bag for next of kin

  1. Death certificate + passport bio pages of deceased and executor / next of kin.
  2. Singapore bank / SRS / brokerage statements and account numbers.
  3. Original will (or sealed foreign grant) + certified copies.
  4. Marriage / birth certificates tying the applicant to the deceased.
  5. CPF nomination screenshot if the deceased was/is a PR contributor — wills & CPF.

Capacity planning while alive (LPA) is a different rail — LPA / AMD. Certificates and repatriation logistics sit on death & repatriation.

Decision rule

Singapore cash without a Singapore grant (or reseal) stays frozen. Start counsel early; do not wait for “the foreign probate to finish everything.” Parent estate map stays on wills, probate & CPF.
