Death in Singapore: registration is mostly automatic now

From 29 May 2022, NEA’s citizen-facing guidance is that the public generally does not queue at a physical counter to register a death. Once a doctor certifies the death online, registration proceeds and a digital death certificate is issued (retrievable via My Legacy / the path ICA points NOK to). Next of kin should download it as soon as they receive the certificate number — NEA notes a 30-day download window.

With the digital certificate (or, where that is unavailable, alternatives such as a manual confirmation of death / hospital printout), NOK or an authorised funeral director applies for a Permit to Bury/Cremate on NEA’s ePortal before government or private cremation/burial bookings.

Death overseas of a Singapore PR / long-term pass holder

If a Singapore citizen, PR, or long-term pass holder dies outside Singapore, ICA’s published sequence is:

  1. Register the death with the foreign authority and obtain that country’s death certificate
  2. Report the death to ICA (FormSG path on ICA’s overseas-death page) with identity docs, the foreign death certificate, and the deceased’s Singapore ID / long-term pass card when available

ICA states no fee for the overseas-death report and a general processing time of about three working days after complete documents (complex cases longer). NEA’s overseas-death pages cover bringing remains or ashes into Singapore separately from ICA’s immigration registry step.

Repatriation vs local cremation

  • Local cremation / burial — NEA permit first; funeral directors handle facility bookings.
  • Repatriation of remains — airline + destination-country rules, coffin permits, and often embassy letters. Budget and timelines vary wildly; start the mission and a funeral director the same day.
  • Ashes — usually lighter paperwork than a coffin, but still expect death + cremation certificates and airline screening rules. Destination customs are the hard gate, not “Singapore bans ashes.”

Keep passport biodata pages, marriage/birth certificates, and pass cards in one folder. Apostille / notarisation for foreign courts sits in document apostille.

Pass-dependent survivors

When the main EP holder dies, Dependant’s Pass / LTVP status does not magically convert to a right to stay and work. Do not confuse this with probate

Banks freeze Singapore accounts until they see a Singapore grant (or a properly resealed foreign grant). CPF (for PRs) follows nomination, not the will. Build that map while the person is alive — wills, probate, CPF nomination and LPA / AMD.
