When an EP holder dies: Dependant’s Pass cascade and STVP

The threads that begin "my spouse died while we were here on his EP, do the kids' DPs still work?" mix three separate things into one panic: funeral admin, pass cancellation, and half-remembered stories about the Special Pass. Certificates, NEA permits and the repatriation side are covered in death and repatriation. This page is the pass companion, for when the main Employment Pass or S Pass holder dies and the family's Dependant's Passes were riding on that sponsorship.

This is orientation for next of kin, not immigration advice on your particular file. Where anything here disagrees with the employer's HR, the MOM eService or ICA, they are right and this page isn't. Neither is the WhatsApp group.

What MOM publishes on DP cancel

MOM's cancel page is blunt about family passes that hang off a work pass.

When the main pass holder dies, the cancellation happens through the employer or next of kin. It is not a case of the DP quietly running on to the date printed on the card. The card keeps its expiry date; the immigration status behind it does not.

What actually matters in the first week

1. Death certification and the digital death certificate. Start death and repatriation the same day you contact HR, because the two tracks feed each other.
2. Tell the employer or agent in writing that the main pass holder has died, that the DPs need to be cancelled, and that an STVP is needed for any survivor still in Singapore. Put it in writing even if you also call, because nobody wants to reconstruct a phone conversation weeks later.
3. Don't assume Letter of Consent work rights survive. MOM notes that a related LOC or Work Permit cancels along with the DP, which means income the household was counting on can stop at the same moment the status does.
4. Collect the STVP emails. MOM says both the person who requested the cancel and the DP holder receive the STVP by email, and survivors will need it, along with their passports, when they leave.
5. Treat the STVP as a bridge, not a plan. Schools, the lease and a helper's employment all run on their own clocks, and none of them reshape themselves around a visit pass. If the household is leaving, move to the leaving playbook and the tax clearance clocks for the estate and the final pay.
6. Cancelling a pass does nothing to bank accounts. Unfreezing those is a probate question, and it sits in wills and probate.

Special Pass, STVP, and the DP card in your hand

Four beliefs circulate in these threads, and each one can cost a family time it doesn't have.

The first is that the date on the DP card is still in the future, so everyone is fine. The cancel follows the main pass. The plastic is a document, not a status.

The second is that an ICA Special Pass automatically replaces the DP for a widow. It doesn't. The Special Pass and e-Special Pass are issued for specific purposes, such as an investigation or a court matter, and there is no published widow entitlement. If ICA directs you there, go. Don't invent a purpose in order to fit the form.

The third is that this is the same as the layoff STVP. The tool looks the same but the trigger isn't. Job-loss choreography is in between jobs on an EP, while a death cancel arrives at the same up-to-90-day STVP on MOM's cancel page from a different direction.

The fourth is that the children can stay in school on an expired DP. Schools need proof of lawful stay, which means an STVP, a new pass, or a dated exit plan. A cancelled FIN card proves nothing.

What to do on the day

Two projects have to run in parallel, however wrong that feels at the time. One is the NEA, embassy and certificate admin. The other is the employer cancelling the main pass and the DPs, and requesting STVPs for anyone still on the ground.

Don't wait until after the funeral to ask HR about the MOM cancel and STVP path. The bridge is short and the clock runs whether or not anyone has looked at it. And don't let a visit pass stand in for a long-term stay decision, because it can't carry that weight. Probate and CPF nomination stay on their own rails.
