Long-Term Visit Pass (LTVP) for partners and parents

MOM parent LTVP at S$12k fixed salary, SC spouse PMLA, PLOC work rights, healthcare unsubsidised reality, and why LTVP is not a Dependant’s Pass.

MoveArriving4 min read

Short answer: LTVP ≠ Dependant’s Pass. Parents of EP/S Pass holders usually need MOM’s parent LTVP (published S$12k individual fixed salary — verify live). Work rights are not automatic; PLOC/LOC only apply to specific ICA LTVP categories. Do not assume healthcare subsidies.

The Long-Term Visit Pass (LTVP) covers family relationships that do not sit neatly on an Employment Pass holder’s Dependant’s Pass — parents of high-earning EP/S Pass holders, foreign spouses of Singapore citizens, some parents/grandparents of Student’s Pass children, and other listed categories. r/askSingapore threads on “bring my mother on LTVP” and “S$12k salary?” are high-intent because the thresholds are easy to misread.

Common expat / cross-cultural scenarios

ScenarioTypical pass logic
EP holder’s legally married spouse / kidsUsually Dependant’s Pass, not LTVP
EP/S Pass holder’s parentsMOM LTVP if fixed monthly salary ≥ S$12,000 (individual, not household)
EP/S Pass common-law spouse / step-child / unmarried handicapped child 21+MOM LTVP if main pass salary ≥ S$6,000
Singapore citizen marrying a foreignerICA LTVP sponsored by the SC (see PMLA)
Unmarried partner of an EP holderOften no DP; MOM common-law spouse LTVP possible if salary ≥ S$6,000 and documents clear (below)
Parent accompanying a child on Student’s PassICA LTVP possible with strict sponsor rules (often one parent/grandparent applicant)

Treat chat anecdotes as unverified. MOM and ICA categories win.

Common-law spouse paperwork (MOM)

Reddit’s “we share a flat and bank account — is that enough?” threads miss MOM’s evidence list. For a common-law spouse LTVP, documents required ask for any one of:

  1. Copy of a common-law marriage certificate, or
  2. Affidavit by both partners declaring a common-law relationship recognised under the laws of their home country/region, notarised in that home country/region, or
  3. A letter from the home country/region’s embassy acknowledging the relationship under that country’s law

Also upload passport biodata pages. Non-English docs need original + English translation as one file. Price embassy translators in Singapore before paying overseas character-based quotes — see notary / apostille.

LTVP alone is still not work rights. Remote work for an overseas employer has a separate MOM FAQ path covered in side income rules; local Singapore clients still need a proper pass / LOC.

EP/S Pass parents: the S$12k rule

MOM LTVP eligibility is explicit:

  • Hold an Employment Pass or S Pass
  • Earn a minimum fixed monthly salary of S$6,000 for most LTVP family categories — based on your salary, not combined household income
  • Sponsored by an established Singapore-registered company (usually your employer)
  • Parents — only if you earn a fixed monthly salary of at least S$12,000

Reddit’s “combined income under 10k rejected” stories usually confuse ICA SC/PR parent sponsorship with MOM work-pass parent LTVP, or assume spouse salary counts toward the S$12k floor. It does not.

Employer (or EA) submits for EP/S Pass dependants; published fees and timelines live on MOM apply (verify live — application and issuance fees apply per pass). Bring parents only after IPA/approval sequencing; MOM will not extend a short visit pass to bridge gaps.

Healthcare and insurance shock

LTVP parents are not on citizen/PR subsidy tracks. Forum ICU bill horror stories are the cautionary tale: price private medical insurance early, expect pre-existing exclusions, and budget helper care if needed — see expat health insurance. PR for elderly parents with no Singapore contribution history is generally unrealistic.

SC spouse path: PMLA → LTVP → (optional) PLOC

ICA’s Pre-Marriage LTVP Assessment (PMLA) is free and, when completed before marriage, shortens LTVP processing for SC foreign spouses to about 6 weeks versus up to 6 months without it. The SC sponsors via Singpass on ICA e-Service.

Fees ICA publishes (verify live): S$45 application, S$60 issuance, plus S$30 Multiple Journey Visa if applicable. Renew at least 3 months before expiry — remaining validity does not roll forward.

Work rights: PLOC is not automatic

An LTVP alone does not grant employment. Eligible spouses (and unmarried children under 21) of Singapore citizens or PRs may obtain a Pre-approved Letter of Consent (PLOC) from MOM — often applied together with the LTVP. PLOC lets eligible holders work without finding a job first; it is tied to LTVP validity.

Parents on LTVP (MOM or ICA) generally cannot assume PLOC. EP-family trailing partners on DP have a different (post-2021) work story — see trailing partner career. Already on PLOC and weighing a standalone EP? LTVP + PLOC → EP.

What LTVP does not solve

  • PR is discretionary — not an LTVP side effect
  • School fees, healthcare subsidies, and HDB eligibility still follow citizenship/PR/pass rules
  • Switching from EP/S Pass to LTVP after marrying an SC/PR needs HR + ICA sequencing so you do not create a work gap

Questions, answered

Is an LTVP the same as a Dependant’s Pass?
No. Legally married spouses and unmarried children of qualifying EP/S Pass holders usually sit on a Dependant’s Pass. LTVP covers other listed relationships — commonly parents of high-earning EP/S Pass holders, and several ICA family categories such as foreign spouses of Singapore citizens.
What salary do I need to bring parents on a MOM LTVP?
MOM’s published parent LTVP path for EP/S Pass sponsors uses an individual fixed monthly salary threshold of S$12,000 (verify live). Household combined income folklore is not the published test — check MOM’s LTVP eligibility page before promising parents a timeline.
Can an LTVP holder work in Singapore?
Not automatically. Some ICA LTVP holders (for example certain SC/PR spouse or child cases) may use PLOC or employer LOC under MOM rules. MOM parent LTVPs tied to EP sponsors are generally visit stays without work rights unless a separate work pass is approved.
Does LTVP include subsidised public healthcare?
Do not assume citizen/PR subsidy stacks. LTVP holders are typically billed as private / unsubsidised patients at public hospitals unless a specific scheme says otherwise — budget insurance explicitly.
Can I use LTVP instead of Dependant’s Pass for my EP spouse?
Usually no for a legally married EP spouse who meets DP criteria. Forums that treat LTVP as a cheaper DP substitute mix ICA and MOM rails. Start from the relationship table on MOM/ICA pages, not Facebook anecdotes.
