Common-law spouse paperwork (MOM)

- Copy of a common-law marriage certificate, or
- Affidavit by both partners declaring a common-law relationship recognised under the laws of their home country/region, notarised in that home country/region, or
- A letter from the home country/region’s embassy acknowledging the relationship under that country’s law

EP/S Pass parents: the S$12k rule
MOM LTVP eligibility is explicit:
- Hold an Employment Pass or S Pass
- Earn a minimum fixed monthly salary of S$6,000 for most LTVP family categories — based on your salary, not combined household income
- Sponsored by an established Singapore-registered company (usually your employer)
- Parents — only if you earn a fixed monthly salary of at least S$12,000
Reddit’s “combined income under 10k rejected” stories usually confuse ICA SC/PR parent sponsorship with MOM work-pass parent LTVP, or assume spouse salary counts toward the S$12k floor. It does not.
Employer (or EA) submits for EP/S Pass dependants; published fees and timelines live on MOM apply (verify live — application and issuance fees apply per pass). Bring parents only after IPA/approval sequencing; MOM will not extend a short visit pass to bridge gaps.
Healthcare and insurance shock
LTVP parents are not on citizen/PR subsidy tracks. SC spouse path: PMLA → LTVP → (optional) PLOC
ICA’s Pre-Marriage LTVP Assessment (PMLA) is free and, when completed before marriage, shortens LTVP processing for SC foreign spouses to about 6 weeks versus up to 6 months without it. The SC sponsors via Singpass on ICA e-Service.
Fees ICA publishes (verify live): S$45 application, S$60 issuance, plus S$30 Multiple Journey Visa if applicable. Renew at least 3 months before expiry — remaining validity does not roll forward.
Work rights: PLOC is not automatic
An LTVP alone does not grant employment. Eligible spouses (and unmarried children under 21) of Singapore citizens or PRs may obtain a Pre-approved Letter of Consent (PLOC) from MOM — often applied together with the LTVP. PLOC lets eligible holders work without finding a job first; it is tied to LTVP validity.
