LTVP + PLOC to Employment Pass: when to convert

A PLOC is consent to work on an LTVP, not a route to an EP. Your own EP usually means FCF and COMPASS, and the day it is issued your LTVP and PLOC end.

Short answer: A PLOC is consent to work on the LTVP you already hold. An EP is a new principal pass in your own name, and the day it's issued, your LTVP or LTVP+ is cancelled automatically and the PLOC goes with it. You convert because you want work rights that don't hang off your sponsor, or because your employer's policy needs it, not because the LTVP is somehow ripening into an EP. It isn't.

The parent guide on work rights is PLOC vs LOC for ICA LTVP, and the pass itself is covered in LTVP. This one is the fork the forum threads collapse: should you actually go and get your own EP, or stay where you are? And if you go, how do you get from one to the other without a gap?

PLOC, or an employer-sponsored LOC, lets an eligible spouse or child holding an ICA-issued LTVP take approved employment. MOM limits it to LTVP and LTVP+ holders who are the spouse, or the unmarried child under 21, of a Singapore citizen or PR.

That is all a PLOC does. It doesn't quietly turn the LTVP into an Employment Pass, it doesn't make COMPASS go away, and it doesn't spare your employer the Fair Consideration advertising when they later decide they want you on a standalone EP. The assumption that trips people up is that years worked on PLOC bank some kind of credit towards an EP file. They don't.

GoalTypical rail
Keep working as the spouse, or unmarried child under 21, of an SC or PRStay on PLOC while the LTVP stays valid
A restricted occupation, such as journalist, editor, sub-editor, producer or a religious roleThe employer applies for an LOC, because a PLOC doesn't cover these
Work rights that don't depend on your sponsorAn employer files an EP or S Pass, with FCF and COMPASS unless exempt
Graduate job-hunt stay onlyGraduate LTVP, which isn't PLOC-eligible and is not work rights

What changes the day the EP is issued

MOM's FAQ for LTVP spouses is short and blunt: once your employer's work pass application is approved and the new pass is issued, the LTVP or LTVP+ is cancelled automatically. The PLOC is tied to the LTVP, so it stops being valid the same day. Nobody files a cancellation. Issuance does it.

So converting isn't adding an EP on top of what you have. It's a swap, and these are the terms.

PLOC on your LTVPYour own EP
What your stay rests onYour relationship to your SC or PR sponsorYour job with the employer that applied for it
How long it lastsUntil the LTVP expires or is cancelledUp to 2 years for a first EP, up to 3 years on renewal
Changing jobsThe new employer notifies MOM before you startThe new employer applies for a new EP
Hurdles for the employerNotifying MOM, with no levy or quotaFCF advertising and COMPASS unless exempt, with no levy or quota
MOM feesNo administrative fee$105 to apply and $225 on issuance
If the job endsThe PLOC stays valid, so you can look for another jobThe EP is cancelled and you can't work. The employer can request an STVP of up to 90 days
LTVP+ inpatient subsidiesKept while the LTVP+ is validGone with the LTVP+

The last row catches LTVP+ holders out. MOH has said that since 2012, LTVP+ holders who are dependants of SCs and PRs get subsidies for inpatient care at public healthcare institutions, while ordinary LTVP and Dependant's Pass holders get none. When the LTVP+ is cancelled, that goes too, so price private cover before issuance day. The options are in expat health insurance.

Going back isn't automatic either. If the EP later ends, returning to the LTVP means a fresh ICA application that your spouse sponsors, with the PLOC requested alongside it. If you apply while still on the EP, the EP is cancelled automatically once ICA issues the LTVP card. ICA's published processing time is up to 6 months for a citizen's foreign spouse (6 weeks only if you did the PMLA before marrying), and within 6 weeks for most other applications. The sequencing for that is in EP job loss to spouse LTVP.

When your own EP is worth the paperwork

Three situations where it usually is. The first is your employer wanting you on a principal pass at all, because headcount, benefits, or the travel policy are built around one and a PLOC holder doesn't fit the box.

The second is independence. ICA's LTVP terms say plainly that the pass is issued on the basis of your local sponsor, so your right to stay and work sits on someone else's status. If that story changes, the job goes with it. An EP moves the dependency from your sponsor to your employer, which some people prefer and some don't.

The third is the one to watch the calendar on. If you're leaving the LTVP category entirely, whether through divorce, a sponsor who won't renew, or a child turning 21, MOM's line is that without an ICA LTVP you can only work here on an EP, S Pass or Work Permit on your own merit. You want the EP planned and moving before the LTVP ends, not after.

And when it isn't worth it: if you like being able to change jobs without anyone advertising or scoring your role, if you hold an LTVP+ and lean on those inpatient subsidies, or if your pay sits close to the EP salary floor, the PLOC is usually the better deal. Staying put is a perfectly good answer, whatever the forums call an upgrade.

If you do convert, every later move to a new employer means a new EP application, so read career pivots before you resign from anything.

FCF and COMPASS still apply

None of this exempts you from the usual machinery. "I'm already working here on a PLOC" is not an exemption category under either framework.

Fair Consideration. Before an EP application, the employer has to advertise the job on MyCareersFuture for at least 14 consecutive days, consider every applicant fairly, and not make anyone a job offer during that window. MOM's exemptions are short: a company with fewer than 10 employees, a fixed monthly salary of $22,500 or more, a role of 1 month or less, a local transferee moving to a related branch, subsidiary or affiliate in Singapore, or an overseas intra-corporate transferee. Nothing on that list covers converting someone who is already in the job on a PLOC, so unless one of them fits, expect your employer to advertise the role you already do. How to read those ads is in FCF.

COMPASS. Stage 1 is the qualifying salary: currently $5,600 a month outside financial services and $6,200 inside it, rising with age to $10,700 and $11,800 at 45 and above. For new applications from 1 Jan 2027 those become $6,000 and $6,600, rising to $11,500 and $12,700, so if your filing could slip into January, price the offer against the higher floor.

Stage 2 needs 40 points, scored on your salary against local benchmarks, your qualifications, the firm's nationality mix and its local hiring, plus bonuses for shortage occupations and strategic economic priorities. Not one of those criteria scores the time you've already worked here on a PLOC, so prepare the documents as for any new EP, including degree certificates and verification proof if you need the qualifications points. Only a fixed monthly salary of at least $22,500, an overseas intra-corporate transfer, or a role of 1 month or less gets you out of COMPASS. The walkthrough is in COMPASS.

Timing the switch without a gap

Keep the LTVP valid until the new EP is actually issued, not merely IPA'd. An IPA is approval to issue a pass, not the pass itself, and the window between the two is exactly where people find themselves holding nothing. You don't need to cancel anything early to be tidy.

Here's how MOM's own clock runs, so you can lay it against your LTVP expiry date.

  1. The MyCareersFuture ad runs for at least 14 consecutive days. If the employer changes the occupation, salary or number of vacancies, it's a new ad and another 14 days, and an ad that closed or expired more than 3 months ago can't be used.
  2. The employer submits the application on EP eService, with your written consent. Online applications are processed or given an update within 10 business days, and longer if MOM asks for documents.
  3. If it's approved, the IPA gives you 6 months to get the pass issued.
  4. The employer gets the pass issued while you're in Singapore, giving your current immigration pass details. The notification letter lets you start work on the EP, and your LTVP and PLOC end at this point.

Step 4 is why the LTVP has to outlast the IPA. If its expiry falls anywhere near your likely issuance date, renew it with ICA first. MOM and ICA both say to renew at least 3 months before expiry, and ICA charges S$45 to apply and S$60 on issuance even if the EP cancels the renewed pass a few weeks later. That's the price of not having a gap.

Agree the issuance date with HR, because that's the day your PLOC work ends. If the EP is with a new employer, finish at the PLOC job before then, and your old employer has to notify MOM within 7 days of your last day.

Get these in writing before the ad goes up

  1. Your LTVP expiry date and your sponsor's current status. Verbal reassurance from HR is not a date.
  2. The employer's target dates for the ad, the application and issuance, laid against that expiry.
  3. Which FCF exemption, if any, HR is relying on, and how you score on COMPASS in their Self-Assessment Tool check.
  4. If you hold an LTVP+, the issuance date, because that's when your subsidised inpatient cover ends.

If things change mid-application

The sponsor in a PLOC household is always a Singapore citizen or PR, never an EP holder, and the EP application doesn't rest on the marriage at all. It rests on the job, FCF and COMPASS. What does rest on the marriage is your right to stay and work while the application runs. So a sponsor shock is an ICA problem running alongside the MOM one, and the EP filing doesn't absorb it.

What shifts mid-processWhat it means
You separate or start divorce proceedingsICA's terms say your sponsor can't ask ICA to cancel the LTVP without your consent, though ICA can still cancel it at its discretion. Renewal is a different matter, so aim for issuance before the current LTVP expires
Your sponsor won't sponsor the next renewalYou're required to tell ICA. Another SC or PR may sponsor you, subject to ICA's approval
A child on a child LTVP turns 21ICA's child LTVP and MOM's PLOC both stop at 21 for unmarried children, so there's no renewal on that basis. The EP has to be issued before the current LTVP expires
The LTVP is due to expire before issuanceRenew with ICA at least 3 months before expiry, then carry on
The employer changes the adA new ad and another 14 consecutive days before the EP application can go in
The EP is rejectedNothing happens to the LTVP or PLOC, because only issuance cancels them. Your options are in EP rejection and appeal

On divorce specifically, ICA has said it typically facilitates LTVP renewal until proceedings end for foreign spouses with Singaporean children and a local sponsor supporting the application, and generally renews after divorce for those with custody of Singaporean children. Without children in the picture there's no published promise, which is exactly when the EP should already be moving. The legal side is in divorce and custody for foreigners.

If the LTVP does end before issuance, the PLOC ends with it that day and you can't keep working. The IPA letter is itself a single-entry visa that gives you 6 months to enter Singapore and get the pass issued, so an approved EP isn't automatically lost. Sort out your own stay with ICA before you assume anything, though.

Questions, answered

Does a PLOC turn into an Employment Pass over time?
No. A PLOC is consent to work on your ICA LTVP, and its validity is tied to that LTVP. An EP is a new principal pass your employer applies for, with Fair Consideration advertising and COMPASS unless an exemption applies.
When is it worth switching from PLOC to my own EP?
When your employer needs you on a principal pass, or when the basis for your LTVP is ending through divorce, a sponsor who won’t renew, or a child turning 21. Without an ICA LTVP, MOM says you can only work here on an EP, S Pass or Work Permit on your own merit, so get the EP issued before the LTVP ends.
Does already working on a PLOC exempt my employer from FCF advertising?
No. MOM’s advertising exemptions are firms with fewer than 10 employees, a fixed monthly salary of $22,500 or more, roles of 1 month or less, local transferees and overseas intra-corporate transferees. Otherwise the job goes on MyCareersFuture for at least 14 consecutive days before the EP application, even if you already do it.
Do my years working on PLOC count towards COMPASS?
No. COMPASS scores salary, qualifications, the firm’s nationality diversity and local hiring, plus shortage-occupation and strategic-priority bonuses. Time already worked here on a PLOC isn’t one of the criteria, so prepare the documents as you would for any new EP.
What happens to my LTVP and PLOC when the EP is issued?
Your LTVP or LTVP+ is cancelled automatically once the new work pass is issued, and the PLOC stops being valid with it. You don’t cancel anything yourself. If you hold an LTVP+, the inpatient subsidies that come with it end on the same day.
Can I keep my PLOC job while the EP application is pending?
Yes. The LTVP is cancelled at issuance, not at the application or IPA stage, so keep it valid and keep working until the EP is actually issued. Agree the issuance date with HR, because that’s the day your PLOC work ends.
What if we separate or divorce while the EP is pending?
Under ICA’s LTVP terms, your sponsor can’t ask ICA to cancel the LTVP without your consent, though ICA can still cancel it at its discretion. Renewal is the weak point, so aim to have the EP issued before the current LTVP expires.
If my EP ends later, can I go back to an LTVP and PLOC?
You can apply again, but it’s a fresh ICA application that your spouse sponsors, with the PLOC requested alongside it. ICA’s published processing time for a citizen’s foreign spouse is up to 6 months, so it isn’t a quick switch back.
