Graduate LTVP after a Singapore degree: stay to job-hunt

Reddit's graduate threads use "LTVP" for three different passes, which is how people end up giving each other confidently wrong advice. The one this guide is about is the pass ICA issues so a foreign graduate of an eligible Singapore institute of higher learning can stay on and look for work. It is a stay facility and nothing more. It isn't a work pass, and it isn't the spouse or parent LTVP that sometimes comes paired with a Letter of Consent. Before you plan anything around it, check that your school is actually on ICA's IHL list, then read the renewal and runway edges in graduate LTVP, IHL status and renewal.

What this pass actually buys you

Time to job-hunt from inside the country. It lets you remain in Singapore after graduation, or between jobs if ICA accepts your fact pattern, while you look for sponsored work. It does not let you start a job. Paid work still needs an employer-sponsored EP, S Pass or Work Permit, or another MOM route that genuinely authorises employment.

The Letter of Consent confusion is worth clearing up properly, because it costs people offers. Spouse and unmarried-child LTVPs held by the family of citizens or PRs can sometimes use a PLOC or LOC, and we've written that up in the PLOC and LOC playbook. The graduate-seeking-employment LTVP is a different category. Telling an F&B manager you "have LOC" because a poly friend told you so is how an offer quietly disappears at the paperwork stage.

If you're carrying a Tuition Grant bond, the LTVP does nothing for it either. Serving the bond needs authorised work years, and days spent job-hunting on an LTVP don't count as EP employment.

Peers report getting roughly one year of stay when approved. Treat both the duration and whether it can be renewed as whatever your approval letter says, rather than forum folklore about "automatic conversion."

When to file: Student's Pass expiry versus EP cancel

If you're a fresh graduate

File once your Student's Pass and graduation paperwork line up with the ICA checklist. Nobody auto-converts you. Not HR, not the university, however much that sounds like something an admin office would handle. Submit it yourself and watch the clock, because the alternative is overstaying into a Special Pass situation that takes far longer to unwind than it takes to avoid.

If you've just lost an EP as a local graduate

The recurring question on r/askSingapore is whether you can apply for the graduate LTVP while you're still on EP notice, or only once you're on an STVP. The honest answer is that ICA's published pages don't set out a neat calendar for every ex-EP graduate. What people report is ICA treating the timing case by case and asking for a termination or explanation letter. Given that, the safe way to run it:

1. Ask HR in writing to request the longest STVP available when your EP is cancelled, which is up to 90 days under MOM's cancel guidance. They usually can't add it afterwards, which is the whole reason to ask early. More on this in between jobs and the STVP and retrenchment.
2. Contact ICA yourself with your graduation year, Tuition Grant status and EP cancel date, and get the filing window for your own file in writing. General advice from a forum is not a filing window.
3. Don't work on an STVP or LTVP while you're "waiting for the IPA." An In-Principle Approval is not an issued pass, and working before issuance is the mistake that ends the whole plan.

What it won't do for your job hunt

The LTVP gets you into rooms for in-person interviews, which genuinely matters here. It doesn't do anything about the rest of the hiring problem. If the cash runway is getting short, switch to the leaving playbook earlier than feels comfortable, rather than burning your deposits waiting on a miracle offer in week 12.

The rule to hold onto

Treat the graduate LTVP as a bridge, not a career plan. Before you accept any paid shift, confirm the work rights for your specific LTVP category on MOM's live pages, and treat career pivots as the actual route back onto an EP.
