PLOC vs LOC for ICA spouse / child LTVP

r/askSingapore’s “can my LTVP spouse work?” threads mix PLOC, employer LOC, Dependant’s Pass work rules, and graduate LTVP. Only some ICA LTVP categories get MOM’s spouse/child work rails. This guide is the ICA-issued LTVP spouse / unmarried child under 21 of an SC or PR lane. Renewal sequencing: PLOC / LOC renew — LTVP first.

LTVP alone is still stay only. Starting paid local work without PLOC / LOC / another MOM work pass is not a “remote for overseas HQ” loophole you invent on Reddit — side income rules.

How to get a PLOC

1. With the LTVP file — when eligible foreigners apply for or renew ICA LTVP / LTVP+, ICA’s flow offers a PLOC option. Tick it if dual-income is part of the household plan.
2. Ad-hoc later — if you skipped it, the LTVP sponsor/holder can request PLOC 2 days after receiving the LTVP card.
3. Expiring soon? — renew the LTVP first. PLOC validity is tied to the current LTVP / LTVP+; a short residual LTVP makes a thin PLOC.

MOM publishes that each PLOC is assessed on its own merits; outcome email is usually within a week (check junk). Employers / EAs cannot apply for PLOC on your behalf — it is not an EP Sponsorship clone.

MOM key facts also state PLOC does not allow the holder to be self-employed. Solo consultancy dreams need a different pass structure, not “PLOC = freelance licence.”

Starting and leaving a job on PLOC

Show the employer your PLOC + valid LTVP/LTVP+. The employer must notify MOM:

• Before the PLOC holder starts work
• Within 7 days of the last day of work

Profession-specific licences (e.g. massage establishments, security) still apply. PLOC is permission to work under MOM’s conditions — not a waiver of sector licensing.

Restricted occupations → use employer LOC

PLOC holders cannot work in MOM’s restricted occupations (media and religion-related roles such as journalist, editor, sub-editor, producer, or religious occupations — verify the live list). For those jobs, the prospective employer must apply for an LOC instead.

If PLOC is refused or you never requested one, the same fallback applies: find an employer who will file LOC.

Renewals and cancels

• Renew ICA LTVP at least 3 months before expiry; request PLOC again on that renewal if you still want it — deep dive: PLOC renewal sequencing.
• When LTVP / LTVP+ expires or is cancelled, PLOC dies with it.
• You do not need to cancel PLOC just because you stop working — simply skip PLOC on the next LTVP renewal if you no longer want work rights.
• If a prospective employer later sponsors a full EP / S Pass / Work Permit, follow MOM’s published sequencing FAQs rather than holding two contradictory stories.

Decision rule

Ask for PLOC with the spouse/child LTVP when dual income is real and the job is not on MOM’s restricted list. Use employer LOC for restricted occupations or PLOC refusals. Never tell HR you “have LOC” on a graduate LTVP, and never treat PLOC as a self-employment pass. When you need your own principal EP instead of staying on PLOC: LTVP + PLOC → EP conversion.
