Graduate LTVP: IHL list eligibility and renewal edges

The "my friend from a private uni got the graduate LTVP" threads skip the gate that decides everything: whether your institute is actually on ICA's published IHL list. Fees, the no-work rule, and STVP timing all live on graduate LTVP job hunt. This companion is about the list itself, how the processing clock lines up against the runway you've got left, and what happens at renewal.

One thing to get straight first. Spouse and child LTVP with a PLOC or LOC is a different category entirely, and it's covered on PLOC / LOC. Don't let LOC folklore leak into a graduate-seeking-employment file; the two rails don't share rules.

Check the IHL list before you pay S$45

The list is published by ICA and it's narrower than most people assume. Local universities and polytechnics are on it, so are the named offshore campuses, and so are LASALLE and NAFA. A good number of private programmes your peers advertise are not. Your classmate's success story tells you about their school, not yours.

While you're checking, build the pack properly. Certificates and transcripts, with translations done to ICA's rules, and a photo at 400 × 514 per ICA's guidelines. An incomplete pack is what stretches an application past the "within 6 weeks" headline, and a soft reject burns calendar you may not have once your Student's Pass or EP has been cancelled.

If your school isn't on the list, graduate LTVP is the wrong product and filing anyway just costs you weeks you can't spare. Switch early to between jobs / STVP or the leaving playbook instead.

The processing clock against the pass you're standing on

ICA publishes within about 6 weeks when documents are in order, and some cases take longer than that. So don't plan a lease signing or an interview trip around a week-2 approval. Plan around the published figure being real.

The non-Singpass application path on the graduate page is the genuinely useful quirk here. Plenty of students never held Singpass while studying, and the sponsor-shaped flows elsewhere on ICA's site assume you did.

If you're coming off a cancelled EP rather than straight out of school, an STVP gives you stay, not work, and it doesn't quietly become a graduate LTVP. Ask HR for the longest STVP they'll request before the cancellation goes in, not after it. The sequence is on between jobs.

Whichever pass you end up on, paid work still needs an EP, S Pass, or Work Permit from MOM, or another path that authorises work. MOM sets out what ICA-issued LTVP holders can do.

Renewal, if your letter allows it

ICA's general LTVP renewal guidance is the starting point, but verify it against your own approval letter and the live page, because renewability isn't uniform across categories.

• Where renewal is available for your category, apply at least three months before your current LTVP expires.
• Renewed validity starts from issuance, after the issuance fee is paid. Unused days on the old pass do not carry forward. Renew and get issued early, and you simply lose the tail.
• The sponsor and Singpass renewal flows on the general LTVP page mostly assume there's a sponsor, whereas graduate-seeking-employment filings went through the non-Singpass path at first issue. Confirm which renewal channel ICA names for your pass before the clock runs out, not on the day.
• Outcomes and status still come through the ICA e-Service or by email. There's no university "auto renew" running quietly in the background, whatever the alumni chat says.

Treat duration and renewability as whatever your letter says, not as what a thread claims about "automatic one more year."

The rule worth keeping

Check the list, build a complete pack, file before your current stay rail ends, treat the ~6 weeks as real, and renew early knowing nothing carries forward. Parent stay and job-hunt framing stays on graduate LTVP; the EP route back in is on employment pass.
