Student’s Pass: studying in Singapore as an international student

Short answer: Full-time international students usually need an ICA Student’s Pass started by the school (SOLAR / e-services) — an offer letter is not status. DP/LTVP holders may be exempt while that pass stays valid. Work only inside MOM’s student exemption limits. Graduation does not become an EP.

International students on approved full-time courses typically need a Student’s Pass from ICA. The school usually initiates the path; you complete online forms (commonly via SOLAR / ICA e-services as instructed) and finish biometrics / formalities in Singapore.

Who does not need a Student’s Pass

ICA lists exemptions when you already hold a valid:

  • Dependant’s Pass
  • Long-Term Visit Pass
  • Immigration Exemption Order

…for full-time, non-religious study within the existing pass validity. If that pass is cancelled mid-course, you generally must apply for a Student’s Pass under prevailing rules. Short-term visit pass holders have narrow short-course exemptions — not a substitute for a full degree programme.

Address chicken-and-egg (Reddit classic)

ICA guidance tells many applicants to apply well before term starts (institutions often cite ~2 months). The form may ask for a Singapore residential address while housing portals only list “available immediately” rooms you cannot yet rent from overseas.

  1. Apply on time with a temporary / hotel / short-stay address if the portal allows blanks or placeholders — follow your school’s written SOLAR notes, not generic TikTok advice
  2. Update address after you sign a real lease
  3. Do not delay the whole Student’s Pass because the perfect Master Room appears 10 days before orientation

Processing fees and timelines vary; many students report ~2+ weeks for outcomes, sometimes longer. Build buffer before compulsory medicals / vaccination ingestion / on-campus enrolment windows.

IPA → Visit Pass → card

Successful applications yield an In-Principle Approval (IPA). You must be in Singapore on a valid immigration pass to complete formalities. Visa nationals often find the visa bundled into the IPA letter. Formalities are by appointment (ICA Services Centre or school offsite biometrics). Bring everything listed in the IPA — missing medical reports stall card issuance.

Work while studying

A Student’s Pass is not a free work visa. MOM’s work pass exemption for foreign students only covers listed institutions and conditions (vacation work, hour caps in term, approved attachments). Exchange students are generally barred. After studies end and the pass expires, you need a sponsored work pass — graduation does not mint an EP. Tuition Grant is a separate contract

If you take MOE’s Tuition Grant as an international student or PR, you generally owe a 3-year Singapore employment bond after graduation — with liquidated damages if you cannot serve it. Families and school choice

Younger dependants on a parent’s DP may not need a Student’s Pass for school. Confirm which path fits before paying international-school deposits. Fee refund policies if ICA refuses the pass belong in the contract, not in hope.
