r/askSingapore internship threads keep inventing a third option: “I’ll just work on my visit pass.” That is illegal. The two published short-stint rails foreigners actually use are the Work Holiday Pass family and the Training Employment Pass (TEP). They solve different problems — and neither is a backdoor to PR.

Work Holiday — what Reddit gets wrong

  • Many SG hiring managers have never heard of WHP. Bring the MOM link; emphasise no levy and no quota.
  • Apply for WHP and roles in parallel — employers often want proof you can legally work before they issue an offer.
  • WHP is not extendable as WHP. Conversion means a real EP/S Pass story with COMPASS / quota rules — EP, S Pass, FCF.
  • Regulated professions (medicine, law, etc.) still need local registration even on WHP.

Training Employment Pass — the internship rail

TEP is for a training attachment, not a full-time hire masquerading as training. Employer files; fees and steps are on MOM’s apply page (application + issuance fees; most cases within about three weeks — verify live). MOM’s sample list of institutions is indicative, not a guarantee your school clears — contact MOM early if your uni is off-list.

If TEP fails, do not “start anyway” on a Short-Term Visit Pass. Options are WHP (if eligible), a proper work pass, or training in another jurisdiction.

  3. Budget housing for a short lease — serviced / short-stay
  4. If converting to EP after WHP, start COMPASS / FCF reality early
  5. Tuition Grant bonds are unrelated to WHP — do not confuse rails (TG bond)

Can I intern in Singapore on a tourist or Short-Term Visit Pass?
No. Paid training or work needs a proper pass — typically Work Holiday Programme / Work & Holiday, Training Employment Pass, or a full work pass. Starting on a visit pass and sorting it later is illegal employment folklore.
Should I apply for WHP before or after I have an internship offer?
In parallel. Many employers want proof you can work legally before they issue an offer, and WHP is candidate-applied with finite validity — do not apply so early that the pass burns before your start date.
Is MOM's sample institution list for TEP exhaustive?
No. It is indicative. If your university is off-list, have the employer or you contact MOM early; forum guesses about prestige do not clear TEP.
How long do WHP and TEP last?

Does WHP convert automatically into an Employment Pass?
No. Conversion means a fresh EP or S Pass with salary, Fair Consideration, and COMPASS/quota rules. WHP is a short runway, not a PR or EP guarantee.
Can I switch employers while on a Work Holiday Pass?
WHP is issued for a defined programme and employer context — it is not a free agent market pass. Changing hosts usually needs a fresh compliant pathway (new WHP rules, TEP, or a full work pass). Do not resign and “start next week somewhere else” on the same WHP card.
