This guide is the application process layer. National Service liability for sons and ex-PR EP risk live in citizenship & NS. Adults who later leave SC entirely need renouncing Singapore citizenship — not this apply page.
Eligibility ICA actually lists
You may apply if you fit one of ICA’s published paths (high level):

ICA assesses family ties to Singaporeans, economic contributions, qualifications, age, family profile, and length of residency — ability to contribute, integrate, and sink roots. Eligibility ≠ approval.
Forum myths to ignore:
- “The e-Service let me click through at year one, so the 2-year rule is dead” → UI openness is not a grant; published floors still matter for assessment
- “Agencies know the racial quota” → ICA explicitly disclaims commercial “citizenship specialists”
- “Longer pending = higher chance” → ICA’s published orientation is within 12 months; some cases take longer; delay is not a score

Singpass: every applicant on the form must review and declare. ICA recommends finishing Singpass registration (2–5 working days) for all eligible applicants before you start the family filing.
After IPA — Singapore Citizenship Journey and formalities
Successful applicants get an In-Principle Approval. You are not a citizen until formalities finish. For applicants aged 16–60, ICA requires the mandatory Singapore Citizenship Journey (SCJ) programme before completion.
Treat SCJ + completion as a project (same discipline as PR AIP formalities):
- Diary SCJ modules / sessions as soon as IPA lands — stalling delays pink IC and passport.
- Complete any document / renunciation steps your IPA checklist names before the completion appointment.
- Pay published completion fees (S$70 certificate + S$10 IC for new citizens aged 15+ as listed above).
- After the pink IC, re-check Singpass, banks, and employer records — identity rails change again.
- Unlock SC-gated schemes only after status is live (e.g. Baby Bonus / CDA for SC children).

Dual nationality and home-country law
Singapore’s adult citizenship model is not a casual dual-passport lifestyle for most applicants. Many new citizens must renounce a prior nationality to complete SC formalities; others face home-country rules that forbid dual status past a certain age. Reddit “keep both forever” stories are usually incomplete or jurisdiction-specific.
Plan with counsel in both countries before you file:
- What must you renounce, and by when?
- Does renunciation affect inheritance, property, or return visas at home?
- Are sons’ NS obligations modelled (citizenship & NS, Exit Permit)?
- If a child already holds SC by descent/registration, who owns the ORAL at 21 calendar (ORAL)?
Male applicants who later try to renounce SC without discharging NS liabilities can have renunciation withheld. Losing SC/PR without completing full-time NS carries serious adverse impact language from ICA/MINDEF for future work, study, and family sponsorship — same trap family as renouncing PR.
Agencies and “profile building”
Paid immigration consultancies cannot buy an outcome. ICA states it has no affiliation with commercial specialists and does not endorse them. Spend money on certified translations, accurate documents, and (if needed) dual-nationality counsel — not on a cover letter that invents volunteer hours.
If a prior citizenship application was refused, treat re-file like PR rejection / reapply: change material circumstances, or wait. Identical packages months later waste fees and years of anxiety.
Decision rule
File citizenship when your household is ready for permanent political membership — including NS for liable males — not because a Reddit timeline says “year three is lucky.” If you are still modelling exit optionality, stay on long-term stay vs exit and keep REP discipline while PR.
