The "I just got a new passport" threads for PRs on r/askSingapore tend to cover the mission appointment and stop there, which leaves the immigration half of the chore undone. Your blue NRIC isn't tied to a passport number. Your Re-Entry Permit is. ICA's published rule is that when you obtain a new travel document, you transfer the remaining REP validity onto it before you expect PR clearance on the way back in.

Worth separating this from its neighbours while we're here. It isn't an REP renewal — renewal extends validity, while a transfer moves the same validity onto a new book. It also isn't a name change on NRIC, which is a particulars replacement, or a lost NRIC replacement. Different forms, and mixing them up costs you a cycle.

What ICA asks you to do

Renew or replace the foreign passport with your home country's mission first, since the transfer needs the new document's details to exist. Then log into ICA's e-Service with Singpass and run Transfer of Re-Entry Permit / Update Travel Document. Print the updated REP once it comes through. ICA advises carrying the printout when you travel, and a sheet of paper is cheap next to being the person at the counter explaining themselves.

Only then book the long-haul trip that assumes you'll re-enter as a PR. The order matters far more here than the effort does.

Putting it in the household calendar

Passport renewals belong in the same pile as the rest of your annual life admin and passports and documents. Once the PR formalities are behind you, treat that first foreign-passport renewal as a paired project rather than a photo sitting: the mission appointment and the ICA transfer, held together in one task.

If your dependants hold their own REPs, each of them needs their own transfer when their passport changes. A parent's transfer doesn't reach a child's document, and that is not a thing you want to discover at a counter with a tired child beside you.
