Transfer REP to a new passport (PR travel document update)
When a Singapore PR renews or replaces a foreign passport — ICA’s free Transfer of Re-Entry Permit e-Service, ~3 working days, and why arriving with an outdated passport number can break PR clearance.
Short answer: A new foreign passport does not auto-move your Re-Entry Permit. Run ICA’s Transfer of REP / Update Travel Document e-Service (often ~3 working days), print the updated REP, then travel. Transfer ≠ renewal.
r/askSingapore’s “I just got a new passport” threads for PRs skip the immigration half of the chore. Your blue NRIC does not travel with a passport number. Your Re-Entry Permit does. ICA’s published rule: when you obtain a new travel document, transfer the remaining REP validity to it before you expect PR clearance on the way back.
This is not an REP renewal. Renewal extends validity; transfer moves the same stamp onto a new passport. Do not confuse it with name change on NRIC (particulars replacement) or lost NRIC.
What ICA asks you to do
- Renew / replace your foreign passport with your home mission first.
- Log into ICA’s e-Service with Singpass and run Transfer of Re-Entry Permit / Update Travel Document.
- Print the updated REP for your records — ICA advises carrying the print-out when travelling.
- Only then book long-haul trips that assume you will re-enter as a PR.
Fees and clocks ICA publishes
| Item | Published rule |
|---|---|
| Fee | No fee for transfer to a new travel document |
| Processing | Generally within three working days (excluding submission day); some files longer |
| After success | Print the REP; carry it with the new passport |
| If you arrive without an updated REP | ICA may only clear you as a PR if the REP shows the updated passport details — otherwise tell the officer you are a PR and follow instructions |
Forum folklore that “NRIC + old REP screenshot is enough at Changi” is how people earn secondary inspection. The Dec 2025 Entry/REP conditions page restates the electronic transfer duty when you get a new travel document — see REP overseas for the wider REP discipline.
Transfer vs renew vs name change
| Situation | ICA path |
|---|---|
| Same nationality, new passport number, REP still valid | Transfer REP (this guide) |
| REP expiring within ~3 months / expired risk | Renew REP — REP guide |
| Legal name change on passport and IC | Passport first (PRs), then IC particulars — change of name |
| Passport lost while overseas | Mission replacement / ETD, then transfer — lost passport / ETD companion |
Household calendar
Fold passport renewals into annual life-admin and passports & documents. After PR formalities, treat the first foreign-passport renewal as a paired project: mission appointment + ICA transfer, not just a photo sitting.
Dependants with their own REPs need their own transfers when their passports change — do not assume a parent’s transfer covers a child’s document.
Decision rule
New passport book → ICA transfer e-Service (free, ~3 working days) → print REP → then travel. Renewing the foreign passport without the transfer is unfinished immigration homework.
Questions, answered
- I renewed my passport — does my Re-Entry Permit transfer automatically?
- No. ICA requires PRs to transfer remaining REP validity to the new travel document via the Transfer of Re-Entry Permit / Update Travel Document e-Service before you expect PR clearance on return.
- Is transferring REP the same as renewing REP?
- No. Transfer moves existing REP validity onto a new passport. Renewal extends validity. Do the transfer after passport issuance even if renewal is not due yet.
- How long does ICA take to process an REP transfer?
- ICA’s published guidance commonly cites about three working days for the transfer e-Service — verify live. Print the updated REP and carry it when travelling.
- What happens if I fly back on a new passport without transferring REP?
- PR clearance can fail because the REP is still linked to the old passport number. Visa-free entry for your nationality does not preserve PR status. Transfer before the trip whenever you can.
- Do I need to update anything else when my passport changes?
- Besides ICA REP transfer, update banks, airlines, and any MOM/ICA particulars that still store the old passport number. Name-change on NRIC is a different ICA path — do not mix the forms.
