WICA work injury claims for EP / S Pass holders
EP holders are covered under WICA even when WIC insurance is not mandatory; how to notify HR, Singapore-doctor bills, medical-leave wages, Nov 2025 caps, and when to escalate to MOM.
r/askSingapore workplace-injury threads split into two myths: “EP means no WICA” and “HR must buy insurance or I get nothing.” Wrong on both. WICA covers eligible employees including EP holders; mandatory WIC insurance is a narrower employer duty. High-earning non-manual EPs can still claim — the employer pays even if they never bought a policy for that salary band.
Coverage vs mandatory insurance (the trap)

Do not confuse WICA with Foreign Worker Medical Insurance (Work Permit / S Pass inpatient floors) or your private group hospital plan. Those stacks can overlap on a bill; they are not substitutes for a work-injury claim.
What counts as a work injury
MOM’s eligible-claims page covers accidents arising out of and in the course of employment, including many scenarios Reddit argues about:
- Travelling during work for work purposes (meeting venue, client site) without a personal detour
- Company transport between home and workplace (not ordinary public transport)
- Overseas assignment while employed by a local employer
- Approved WFH / FWA duties that injure you while performing work
- Certain occupational diseases and exposure-related conditions
Ordinary commute on the MRT is not automatically WICA. Overseas leisure travel is not. When HR says “night hours / outside workplace so no claim,” ask them to cite the eligible-claims scenarios — then escalate if they stall.
Day-of playbook
- Get Singapore-registered medical care and say it is a workplace injury — WICA medical expenses generally require Singapore doctor/dentist bills (JB clinic first is a recurring claim-killer).
- Notify employer / HR / safety in writing the same day with time, place, witnesses, photos.
- Keep copies of every MC, light-duty note, receipt, and WhatsApp. Give originals/digital MCs as HR requests.
- Ask HR to confirm the iReport / insurer notification — for accidents from 1 Sep 2020, the claim is generally deemed made once the employer has notice; processing starts when MOM/insurer is notified.
- Do not resign mid-claim just to “start fresh” without reading pass clocks — cancellation does not erase eligibility, but cashflow and hospital LOGs get uglier. See between jobs / STVP.

Eligible medical lines include consultation, ward, treatment, meds, ambulance, dental where prescribed, and certain rehab / TCM when Singapore-registered practitioners prescribe them. Private hospital upgrades and non-work illness are usually insurance / LOG problems — pair with expat health insurance and hospital LOG deposits.
You choose WICA or common law, not both. Withdrawal forms exist if you pursue civil suit instead.
When HR goes quiet
- Confirm in writing that MOM / the designated insurer was notified
- If medical leave wages or bills sit unpaid, contact the designated insurer and then MOM
- Salary disputes that are not work-injury belong at TADM
- Pass-cancellation threats during hospitalisation are a separate immigration/employment mess — keep embassy and emergencies numbers handy
Most routine claims resolve without a lawyer. Permanent incapacity assessments and contested causation are where counsel earns their fee.
