Who can apply

ICA’s eligibility line is broad:

Any person who is a current or former NRIC/FIN holder, or who has a Singapore birth certificate, may apply.

That includes people clarifying status for foreign universities, other citizenship processes, or “am I still SC after missing ORAL?” conversations — the letter reports status; it does not rewrite the ORAL clock.

What you get (and what you do not)

Do not expect a wet-ink “fancy certificate.” If a foreign authority rejects “unsigned PDFs,” ask them what format they will accept before paying S$20 twice — apostille / notary is a different stack when they need attested copies of other documents.

Buy the confirmation letter when a third party needs ICA’s status wording in writing. Use ROE for checkpoint facilitation on a foreign passport, and ORAL for the age-21 retention cliff — do not treat one PDF as a substitute for the other two clocks.
