Right of Entry (ROE) for under-21 dual-passport Singapore citizens

r/askSingapore’s dual-passport kid threads mix pink IC, Singapore passport, foreign passport, and ORAL at 21 into one airport panic. ICA publishes a narrower product for under-21 citizens who also hold a foreign passport: Right of Entry (ROE) — so the child can clear Singapore immigration on the foreign passport. FormSG / transfer on a new book: ROE transfer.
This is not permission to keep dual citizenship past 21. Retention still runs through ORAL. Status letters for schools or foreign missions live on confirmation of citizenship.

ROE is issued on the foreign passport. After ICA confirms issuance, that foreign passport can be used for immigration clearance when entering or leaving Singapore through Singapore checkpoints.
Documents and the name-match trap
Child side (high level):
- Child’s foreign passport
- Deed poll / religious certificate if the name changed
ICA’s hard rule: the name on the foreign passport must match ICA’s records for ROE to be issued on that passport. If the child already holds a Singapore IC and the names diverge, fix ICA particulars first via the IC unit / name-change path before expecting ROE.
Requestor side: proxies need a letter of authorisation (and, where listed, the requestor’s Singapore IC).
New foreign passport → transfer ROE
ROE does not auto-migrate when the child renews the foreign passport. ICA’s published instruction: submit a fresh request to transfer ROE onto the new travel document — deep dive: ROE transfer / FormSG. Treat this like the PR Transfer REP habit — passport first, immigration annotation second, long-haul third.

Male dual-status teens still need NS / Exit Permit literacy before travel plans assume endless foreign-passport convenience.
Decision rule
If an under-21 SC regularly travels on a foreign passport, get ROE on that passport (and transfer it on renewal) so checkpoint clearance matches the document in hand. Diary ORAL at 21 separately — ROE never buys dual citizenship past the published retention window.
