CPF nomination Singpass witnesses and clocks
PR CPF nomination companion — two Singpass witnesses who are not nominees, 7-day confirm window, online vs paper, amending after marriage/divorce, and why a will never moves CPF.
r/askSingapore’s “I nominated but it failed” threads are almost always witness hygiene, not mysterious CPF Board hostility. Estate rails (Singapore will vs probate vs CPF) live on wills, probate & CPF nomination. This companion is the Singpass witness + amend layer for PRs who already contribute.
EP/S Pass holders usually have no CPF — but a PR spouse in the same household often does. Do not skip this because “we’re expats.”
What must be true online
| Rule | Published orientation (verify live) |
|---|---|
| Nominees | Up to 15 online |
| Witnesses | Two individuals aged 21+ with Singpass |
| Witness conflict | Witnesses cannot be nominees on that nomination |
| Confirm clock | Each witness must confirm within 7 days of your submission |
| Outcome if a witness misses the clock | Nomination typically fails / expires — you restart |
Ask witnesses before you click submit. A spouse who is also a nominee cannot double as a witness on the same online nomination.
Online vs paper (when peers panic)
| Path | When people use it |
|---|---|
| Online (Singpass) | Default for residents with two cooperating Singpass witnesses |
| Paper / counter | Witnesses abroad without Singpass, complex share splits, or Board-directed edge cases |
Paper is slower and easier to mis-complete. Prefer online unless you have a concrete reason you cannot.
Life events that should trigger a review
| Event | Why re-check nomination |
|---|---|
| Marriage / divorce / remarriage | Old nominees may no longer match intent; a will change does not rewrite CPF |
| Birth / adoption | Add children as nominees if that is the plan |
| Nominee dies or loses capacity | Stale shares can send slices to Public Trustee paths |
| Renouncing PR / leaving for good | Full cash-out rules sit on CPF leaving pages — nomination hygiene still matters until the account closes |
Capacity planning while alive (who can act if you cannot) is LPA / AMD — a different rail from CPF nomination.
No nomination → Public Trustee friction
Without a valid nomination, CPF Board channels monies through the Public Trustee under statutory distribution rules. Peers underestimate fees and months of delay while Singapore banks are already frozen waiting for probate on non-CPF assets. Nomination is free; intestacy admin is not.
Decision rule
Treat CPF nomination like annual life-admin: two pre-briefed Singpass witnesses → submit → both confirm inside 7 days → screenshot success → revisit after marriage/divorce/kids. Parent estate map stays on wills & probate; leaving / PR exit cash-out sits on leaving playbook.
