Getting married in Singapore as foreigners

The 31-day stay rule (foreigner in the marriage)
Where any party is not a Singapore citizen or PR, at least one party must have been physically present in Singapore for 31 continuous days (excluding arrival day) before the notice of marriage can be submitted. That stretch need not be immediately before the filing — a single past continuous trip can qualify.

You need two witnesses aged 21+ with ID (NRIC or passport). If either party lacks Singpass or foreign documents are involved, expect an in-person declaration at ROM rather than a fully remote path.
Documents that stall foreigner couples
- Valid passports / immigration passes for the appointment
- Divorce / death certificates if previously married
- Letter of no impediment / capacity from home authorities when ROM or your embassy requires it — often with MFA/consulate authentication or apostille sequencing (apostille guide)
- Certified English translations for non-English papers
Home-country recognition of a Singapore marriage certificate is a separate embassy/registry step. Ask your mission before you treat the ROM certificate as the final word for visa or surname changes abroad.
Marrying a Singapore citizen — run PMLA early
If one of you is SC and you intend to live long-term in Singapore after marriage, ICA strongly encourages the Pre-Marriage Long-Term Visit Pass Assessment before you solemnise. Passing PMLA does not guarantee a later LTVP, but failing to assess first is a recurring Reddit regret when the foreign spouse’s stay hinges on ICA after the wedding. See LTVP Singapore.
Forum heat on relocating an SC spouse’s foreign partner (PMLA → LTVP) often sequences:
- PMLA while still overseas / before ROM
- ROM once documents and the 31-day rule clear
- LTVP (often with PLOC so the foreign spouse can work without a separate EP) — verify live MOM PLOC eligibility
- LTVP+ later for inpatient subsidy access — commonly after ≥3 years of marriage or an SC child (pregnancy alone is not a reliable LTVP+ trigger)

After the certificate
- Download / store digital + physical copies; order extras while you are still in Singapore
