New IPA does not erase IR21

Leaving an employer usually triggers Form IR21 and final-pay withholding until IRAS clears tax — even if your next EP IPA is already in hand. “I’m not leaving Singapore” is not a free pass out of clearance maths.

FolkloreSafer reading
“Same country job hop = no IR21”Employer change still commonly means clearance / withhold clocks
“New HR can unlock my old final pay”Old employer + IRAS own the clearance; budget a cash bridge
“Cancel old EP the day new IPA arrives”Sequence cancel / STVP / issuance carefully — between jobs
“Dependants are fine through the gap”DPs ride the principal — plan household STVP asks in writing

Resign-week checklist

  1. Get new IPA (or written start constraints) before burning notice when possible.
  2. Ask old HR for the IR21 / withhold timeline in email — not Slack vibes.
  3. Buffer rent/school fees for the freeze window; RSUs/bonuses need their own line items.
  4. Align cancel day with household STVP requests for every DP.
  5. After issuance, reset address/passport hygiene — notify MOM.

Decision rule

Treat IR21 withholding as a cash-flow problem parallel to the new EP file — never assume a same-city job hop skips clearance or keeps dependants covered without a written STVP plan.
