Short answer: In Singapore, unpaid ≠ unregulated. Internships, trainee seats, and “just volunteering in the office” still sit on MOM’s work-pass map. A Short-Term Visit Pass is for visiting — not for quietly joining a standup. Pick the published product (Training Employment Pass, Work Holiday Pass, or another MOM path) before you accept the offer.

Reddit and Telegram are full of the same failure mode: a founder offers an “unpaid internship for experience,” the visitor treats STVP as a loophole, and HR or immigration later asks which pass authorised the work. Salary is not the only trigger — productive work for a Singapore entity is.

Common lawful pathways (verify live)

  1. Training Employment Pass (TEP) — employer-sponsored training for eligible trainees; not a tourist stamp.
  2. Work Holiday Pass (WHP) — nationality/age/programme limits; still a work product, not STVP cosplay.
  3. Student’s Pass vacation work — only where MOM/ICA and the school’s published rules allow; not an open internship market.
  4. Miscellaneous Work Pass — narrow activities (including some performing / event / religious worker patterns). Do not stretch it into a three-month product internship.
  5. Own EP / S Pass / WP — the honest path when the seat is really a job.

Dependant’s Pass and “experience internships”

After 1 May 2021, DP holders who want ordinary Singapore employment generally need their own work pass. Relabeling the seat as unpaid training does not restore the old LOC-for-any-job pattern. Career options for trailing partners: trailing partner careers and Dependant’s Pass.

EP holders: second desks and “learning attachments”

Your EP is for the designated employer. A partner-company internship, customer secondment, or startup “trial week” that looks like work for another Singapore entity is not free because you already hold an EP. Get MOM/HR process — see also side income / freelance rules.

Host / HR checklist before you fly

  1. Name the exact MOM pass on the offer.
  2. Confirm who files (employer vs programme operator) and the IPA/issuance timeline.
  3. Do not schedule office start dates on STVP “while we sort the pass.”
  4. Keep written scope: training plan vs productive headcount cover.
  5. If the answer is “everyone does unpaid on tourist,” walk away.

Decision rule: If a Singapore entity is directing your weekday labour, you need a work or training product — not optimism and a return ticket.

Can I do an unpaid internship in Singapore on a tourist / Short-Term Visit Pass?
Almost never for a real company internship. MOM treats workplace training and productive work as pass-controlled even when no salary is paid. Visit-pass “internships” are a classic enforcement and airline/HR rejection story — use Training Employment Pass, Work Holiday Pass, or another published pathway instead.
Does calling it volunteering make office work legal without a pass?
No. If you are doing work a paid hire would otherwise do for a Singapore entity — desk shifts, client delivery, operations cover — goodwill labels do not create an exemption. Charity fundraising as a visitor can still need a Miscellaneous Work Pass in published cases. Ask the host to confirm the MOM product before you fly.
I’m on a Dependant’s Pass — can I take an unpaid internship to get local experience?
Treat unpaid local work like ordinary employment: post-2021 DP holders generally need their own EP, S Pass, Work Permit, or an eligible business-owner Letter of Consent — not “intern because it is unpaid.” Remote work only for an overseas employer is a different FAQ path; local internship seats are not that path.
What pass do university students and fresh grads usually need for a Singapore internship?
Often a Training Employment Pass (employer-sponsored training) or, for eligible nationalities/ages, a Work Holiday Pass. Student’s Pass vacation-work rules are narrow and institution-specific — they are not a blanket open-market internship visa. Match the product to the host’s MOM checklist before accepting an offer letter.
Can my EP employer add a second unpaid “learning” stint at a partner company?
EP work is tied to the designated employer. A second Singapore workplace that looks like employment or training usually needs its own pass coverage — not a handshake secondment. Intra-group arrangements still go through MOM process, not Slack approval.
Is remote unpaid open-source or studying online from a hotel a work-pass problem?
Personal learning and unpaid public open-source with no Singapore client delivery is usually fine. Problems start when a Singapore entity directs your time, you invoice, or you fill a local role.
