S Pass → EP upgrade while staying in Singapore
Companion to S Pass / EP vs S Pass — why a raise is not an auto-upgrade, FCF + COMPASS on a fresh EP file, family DP continuity, and the gap plan if MOM refuses while you are still on S Pass.
Short answer: S Pass → EP is a new MOM file, not a payroll toggle — stay in status until IPA or a written Plan B.
Parents: S Pass · EP vs S Pass. This companion is the in-country upgrade calendar Reddit collapses into “HR will convert me after the raise.”
Raise ≠ conversion
An S Pass does not morph into an Employment Pass when payroll clears EP age-band floors. EP is a new application: Stage 1 salary, COMPASS (unless exempt), and Fair Consideration advertising unless an exemption applies. You can usually stay in Singapore on a valid S Pass while the EP files — that is not the same as a guaranteed IPA.
| Claim | Reality check |
|---|---|
| “No EP quota, so stuck on S Pass forever” | EP has no foreign-worker quota — ask whether HR means COMPASS risk, salary budget, or S Pass DRC |
| “Promotion auto-files EP” | Someone still has to advertise (if required), score COMPASS, and submit |
| “Refuse EP and I must leave tomorrow” | Keep the S Pass valid until you have a written gap plan — do not cancel early |
| “Family DP upgrades automatically” | Dependants still need the right principal + salary story — Dependant’s Pass |
Employer checklist before you celebrate
- Fixed monthly salary vs live EP age-band floor (not “total package”).
- MyCareersFuture / FCF clock unless exempt — screenshot the ad window.
- COMPASS firm + candidate inputs — do not invent points from old offers.
- Written plan if EP is refused: remain on S Pass, retitle, or career pivot to another sponsor.
- If you are also changing employer, treat it as a fresh EP hire calendar — IPA-before-resign.
Decision rule
S Pass → EP is a new MOM file, not a payroll toggle. Stay employed and in status until IPA (or a deliberate Plan B) is in writing. Packaging depth (fixed monthly / FCF / COMPASS docs): S Pass → EP upgrade packaging.
Questions, answered
- Does a salary raise automatically convert my S Pass to an EP?
- No. EP is a new application with Stage 1 salary, COMPASS (unless exempt), and Fair Consideration advertising unless exempt. Payroll clearing EP floors is not an auto-upgrade.
- Can I stay in Singapore on my S Pass while the EP is filed?
- Usually yes if the S Pass remains valid. That is stay-and-work continuity on S Pass — not a guaranteed EP IPA.
- Is EP blocked by foreign-worker quota like S Pass?
- EP has no foreign-worker quota. If HR says ‘no quota,’ ask whether they mean COMPASS risk, salary budget, or S Pass DRC — not an EP quota myth.
- What if MOM refuses the EP while I am still on S Pass?
- Keep the S Pass valid until you have a written Plan B — remain on S Pass, retitle, or find another sponsor. Do not cancel early on celebration vibes.
- Do family Dependant’s Passes upgrade automatically with an S Pass → EP move?
- No. Dependants still need the right principal and salary story. Treat family cards as a parallel checklist after the EP path is real.
