Family violence, PPO, and pass status for foreigners

NAVH 1800-777-0000, Personal Protection Orders, Expedited Orders, unmarried-partner limits, respondent duties, shelters, and how DP/LTVP sponsorship fear should not block safety for foreign spouses and partners.

On forums, foreign spouses and DP/LTVP holders often delay calling for help because “my pass is under his/her name.” Safety is not a Singpass form. Police, NAVH, and Personal Protection Orders exist for people in Singapore regardless of whether your Reddit thread says the sponsor will “cancel everything tomorrow.” Pass strategy comes after you are safe — with counsel and, where needed, ICA/MOM advice.

Safety planning can collide with childcare logistics — keep a trusted coverage adult on the sick-child coverage matrix while you seek help (this is not a substitute for emergency services).

This is crisis orientation, not legal advice.

What a PPO is (and is not)

A Personal Protection Order restrains a family member from committing family violence against you or other family members when the court is satisfied it is necessary. Related orders (often with a protection order) can include Expedited Orders (EO), domestic exclusion, stay-away, and no-contact orders — see MSF / Family Assist lists.

OrderPractical meaning
PPOLonger protective order after the court process
Expedited Order (EO)Faster interim protection while the PPO application is pending — ask for this when threat is ongoing
Domestic exclusion / stay-awayHousing and proximity tools — harder when the respondent has nowhere else to stay

Who counts as “family” for PPO filing: Judiciary guidance covers spouses, former spouses, parents, siblings, in-laws, children (including step/adopted), and other relatives the court regards as family. Unmarried partners who are not married to you are outside the standard PPO table — that is a common Reddit miss for cohabiting couples; ask counsel / PSC about alternative safety rails.

A PPO is not an immigration pass. It does not automatically create a new LTVP. It does create a court record and safety tools while you sort housing, kids, and status with specialists and lawyers. PPO hearings and divorce filings are separate tracks — one does not replace the other.

If a PPO is filed against you

You are the respondent. Attend every mention; default orders happen when people ghost. Read Judiciary — respond to a PPO application. Pass renewal spite and PPO filings often collide in forum threads — treat both as counsel work, not WhatsApp strategy.

Pass dependency — plan without freezing

StatusTypical trapNext conversation (with counsel / PSC)
DP on spouse’s EPSponsor loses job or cancels spitefullyNew pass, STVP timing, between-jobs
LTVP sponsored by SC/PR spouseFear of withdrawal / non-renewalICA reality + shelter/legal aid path — LTVP

Immigration officers and Protection Specialist Centres have seen sponsor-abuse patterns before. AWARE, shelters, and family lawyers routinely help foreign spouses who were told “you will be deported if you report.” Treat that threat as control, not gospel — verify with professionals.

Kids and cross-border flight risk sit on the divorce / Hague guide — divorce & custody. Workplace harassment is a different rail — TAFEP.

Neighbours who hear violence

If you are the upstairs/downstairs neighbour: call 999 when someone may be in danger; otherwise NAVH. Do not “resolve” it as MCST noise — condo noise guide.

Practical checklist

  1. Save 999, 1800-777-0000, and a PSC number offline
  2. Keep passport, FIN/pass card, cash, meds, and kids’ documents accessible
  3. Tell one trusted person your plan
  4. Apply for PPO with PSC support if advised
  5. Only then sequence pass, housing, and divorce filings with counsel
